Alexander Zakharchenko, Prime Minister of the Donetsk People’s Republic, has told the OSCE Special Monitoring Mission that he is unavailable to attend meetings outside the country until the end of July due to health reasons.The OSCE report gave no further details. We wish PM Zakharchenko a full and speedy recovery, and congratulate him on his first half year of successful DPR leadership. US Military Chemical Experts Arrive in Mariupol. DPR Defense Ministry spokesman Eduard Basurin has warned that the Ukrainian Armed Forces might attack using chemical weapons as a provocation. Basurin told reporters that that “works are underway on the territory of a chlorine storage base, to the north-east of Kochetok settlement in the Kharkiv region.” Civilian employees have been dismissed from this base and security tightened. The arrival of American chemical weapons experts in Mariupol raises further questions. See Veteran’s Today report Donetsk republic warns of Kiev’s possible chemical weapons provocations (May 29).

Ukrainian Covert Group Killed Near Shirokino / Novorossia Today / May 29 / A source in the Army of the Donetsk People’s Republic reports: “The troopers of Sparta brigade under command of Motorola exterminated a sabotage and reconnaissance group of Azov battalion consisting of five men in the night from May 28 to May 29 not far from Shirokino. The castigators tried to enter the territory of Novosossiya, but they were met with sweeping fire. Not a single saboteur managed to escape.” Editor’s note: The above is the full report from Novorossia Today. According to maps of the contact line, Shirokino lies in Donetsk People’s Republic territory. Ukrainian forces would thus constitute “illegal armed groups”, forbidden by the Minsk 2.0 Agreements.

Lavrov: Ukrainian Army Responsible for All Civilian Deaths in Donbass. Russian Foreign Minister Sergei Lavrov has come out with a strong statement in defense of the Armed Forces of Novorossiya, pointing out that any civilians killed have been due to Ukrainian attacks. “I have never heard the Ukraine authorities report the death of peaceful civilians in [Kiev-held] territories adjacent to the militia-controlled areas,” Lavrov added. Lithuania, Poland, Ukraine Jointly Demand Russia Remove Troops from Donbass. According to Joinfo.com, “The Inter-Parliamentary Assembly of the Verkhovna Rada of Ukraine, the Sejm and Senate of the Republic of Poland, as well as the Seimas of the Republic of Lithuania declared the appeal to Russia, demanding the immediate withdrawal of the military equipment and manpower, as well as any other armed groups from the territory of Ukraine.” See Ukraine, Poland, and Lithuania address to Putin: ‘Back off Donbas, before it is too late’ (May 30). Editor’s note: Since Russia does not have any regular troops in Donbass, it would be impossible for Putin to comply. One wonders at the ignorance of the Polish and Lithuanian governments — or is it a ploy?

Leaked Letter Reveals Poroshenko’s Nobel Prospects, Truth or Hoax? “A lobby group has emerged that wants to award the battered [Nobel peace prize] to none other than the butcher of Donbass and Ukrainian president Petro Poroshenko,” reports DeepResource. Poroshenko Forces Novorossiya’s Hand: War Card Must Be Played / Quemado Institute / May 28, 2015 / The guarantors of the Minsk 2.0 Agreements Angela Merkel and Francois Hollande need to apply international pressure and diplomacy to calm the rash tempers in Kiev. Otherwise, a breakdown of the ceasefire appears to be imminent, as regime leader Petro Poroshenko and his cohort continue to escalate conflict with the Donbass Republics through violations of the Minsk provisions. The Ukrainian Armed Forces are attacking daily along the length of the contact line, and have caused the death of at least five civilians since May 26. Moreover, Ukraine’s Interior Minister Arsen Avakov has imposed a more comprehensive food blockade, contrary to Minsk. And Poroshenko has declared he will hold a dialogue with leaders of the Donetsk and Lugansk Republics only after Ukrainian-regulated elections are held, contrary to the Minsk provisions for DPR/LPR consultation.

The resumption of fighting in the east of Ukraine may turn into a continental war – Turchynov / Interfax Ukraine / Edited autotranslation / May 28, 2015 / Secretary of the National Security and Defense of Ukraine Oleksandr Turchynov fears that renewed fighting in the east by Russia may lead to a continental war. “We must clearly understand that if hostilities resumed, it will be at a higher level, and dangerous. These hostilities could escalate into a full continental war,” said Turchynov during the 8th Kyiv Security Forum on Thursday. He stressed that Russia continues to accumulate armed forces on the border with Ukraine and the Crimea to eliminate the Minsk agreement and start the fighting at any moment.

Poroshenko: Martial Law May Be Imposed Within Hours. Kiev post-coup leader Petro Poroshenko has said if there is a military advance in the southeast of Ukraine he will sign the decree and martial law will be enacted almost immediately. See RT report at Martial law in Ukraine can be declared within hours – Poroshenko (May 28). Editor’s note: any military advance would be the result of Ukraine Armed Forces action, which Kiev would naturally blame on Novorossiya, giving Poroshenko a rationale for imposing dictatorship, his goal.

Pushilin Appeals to Tagliavini, Gorlovka Investigation Needed. Contact Group envoy Denis Pushilin of the Donetsk People’s Republic has sent a letter to OSCE Minsk Contact Group representative Heidi Tagliavini, as well as to the Joint Center for Control and Coordination, asking that a public investigation be conducted into the May 26 shelling of Gorlovka. For more see TASS report DPR rep asks OSCE to conduct public investigation of Gorlovka tragedy (May 29). In addition, TASS reports in a second article that “the Special Monitoring Mission (SMM) to Ukraine of the Organization for Security and Cooperation in Europe (OSCE) said in its daily update published on Thursday that the settlement of Gorlovka had been shelled on May 26 from 122 mm artillery from north-north-west.” Some nine craters were analyzed. See OSCE says the settlement of Gorlovka in Donbas was shelled from 122mm artillery (May 28). Editor’s note: Given the location of Gorlovka relative to the nearby contact line to the north, a strike from the north-northwest would unambiguously have originated in Kiev-held territory. The violation is to be discussed at the next Minsk meeting June 2.

7000 Remeber Gorlovka Victims in Donetsk. Donetsk People’s Republic Prime Minister Alexander Zakharchenko declared May 28 a Day of Mourning for the 14 victims, 5 of whom were killed, of Urkaine’s shelling of Gorlovka earlier this week. An estimated 7000 people came out for a rally in Donetsk today to commemorate the victims and protest Kiev’s violations of Minsk. Graham Phillips Visits Gorlovka Victim. Anna, 31, a victim of the Ukrainian Army’s shelling of Gorlovka who lost her husband and daughter, was visited in the hospital by British journalist Graham Phillips. For more see Novorossia Today Graham Phillips visited the victim of Gorlovka shelling by UAF (May 28).

Pushilin: DPR Against US Minsk Participation. According to Contact Group envoy and Vice-Speaker of the People’s Council Denis Pushilin, the Donetsk People’s Republic opposes American involvement in the Minsk process, as it would complicate delicate negotions on compromise. Lugansk People’s Republic Contact Group envoy vladislav Deinego seems to have an impression different from that of Former Ukrainian President Leonid Kuchma about the date of the next Contact Group summit in Minsk. Victims of Ukraine Shelling, DPR Declares Day of Mourning and Protest. Donetsk People’s Republic Prime Minister Alexander Zakharchenko has declared Thursday May 28 a Day of Mourning for the five victims “killed in the barbarous shelling of DPR residential districts by Ukraine’s Armed Forces” on Tuesday. “All the towns in the republic are due to hold protest rallies against Ukraine’s violations of the Minsk agreements and against shelling of peaceful cities by the Ukrainian army,” Zakharchenko’s administration told the Donetsk news agency. Plotnitsky Calls For Mozgovoy Memorial /Truth about situation in Ukraine / May 27, 2015 / Lugansk People’s Republic, Novorossiya / Today, at an outdoor concert in Lugansk on the square before the Luspekaev Theatre given by People’s Artist of the USSR Joseph Kobzon, the head of the Lugansk People’s Republic Igor Plotnitsky ordered the LPR People’s Council to decide upon a proper memorial for Alexey Mozgovoi, commander of the 4th Territorial Defence Battalion of the LPR people’s militia. “I instructed the People’s Council to give proper tribute to Alexey Borisovich Mozgovoi. They’ll decide whether to erect a monument or install a plaque. He was a man who selflessly served the Republic, fought hard, and had his own views. Everybody knows that we could get into some really hot debates, but we always knew and realised that we stood shoulder-to-shoulder to defend our Motherland, our Republic,” – Igor Plotnitsky said.

In memory of the fallen commander, Plotnitsky asked Kobzon to start his concert with the famous song “Zhuravli” (White Cranes). Plotnitsky noted that Kobzon’s visit to Lugansk “was like a splash of cold water on a hot afternoon, like getting a piece of bread during a time of blockade. We said that when we found it difficult, you came to us, Joseph Davydovich. Indeed, it’s really difficult today”. Kobzon said that he was hurt and sad because he had to bid farewell “to a wonderful fellow countryman, brigade commander Alexey Borisovich Mozgovoi. There was talk that we should cancel our concert, move it to another day. Yet we came, Igor Venediktovich [Plotnitsky], as we believe that it’s necessary have this assembly to commemorate the passing of Alexey Borisovich. When they listen to songs about feats and battle, our compatriots will once again remember Alexey Borisovich and honour his memory”.

On the evening of 23 May, Mozgovoi died tragically in an attack by suspected sabotage-reconnaissance group. In addition to three guards and his media spokeswoman, two civilians died in the incident.

Novorossia Today / May 27, 2015 / The funeral of “Ghost” brigade commander Aleksey Mozgovoy took place in Alchevsk. Simultaneously the funerals of his comrades that perished together with him took place, Interfax News Agency reports. Be reminded that according to the Deputy General Procecutor of the LPR Sergey Gorenko, the car, in which “Ghost” brigade commander Aleksey Mozgovoy rode, tripped a mine and then was subjected to machine-gun fire. There are several theories as to the perpetrators of the crime: a sabotage and reconnaissance group of the enemy or criminal elements, the activities of which Mozgovoy hindered.

Igor Plotnitsky: I mourn with all those who knew Alexei Mozgovoi / Timeline Photos / May 26, 2015 / May 26, 2015 / Assault on Alexei Mozgovoi was an assault on all who defend the LPR’s right to exist. This was stated today by Igor Plotnitskiy, head of the Luhansk People’s Republic. “I mourn with all those who knew Alexei Mozgovoi, who walked shoulder to shoulder with him,” he said. The Head of the Republic pointed out that Mozgovoi and himself had had different views on politics, but they had always stood cheek by jowl in the battle for the Luhansk People’s Republic.

Plotnitskiy stressed that only Kiev authorities could take advantage of Mozgovoi’s death; instead of moving towards peace in the framework of the Minsk protocol they seek to undermine political stability inside the Republics of Donbass and “ push us on a wobbly path to a new escalation of the military conflict”. The head of the LPR has also instructed the Prosecutor General, the Minister of Internal Affairs and the commanders of the People’s Militia to take search for the killers of Mozgovoi and his associates under special control.

UAF Tochka-U Spotted Near Kramatorsk. Donetsk People’s Republic intelligence has spotted a Ukrainian Army tactical Tochka-U missile system in the area of Kramatorsk, a city under [Kiev] control, DPR Defense Ministry spokesman Eduard Basurin has told the media. “It is not ruled out that Ukrainian forces are going to use the system for an act of sabotage,” said Basurin. UAF Shells Slavyanoserbsk May 26. Structures at the Lugansk National Agrarian University and an apartment building were damaged by Ukrainian shelling this morning for the first time since February, scaring residents. There were no casualties reported. The town was hit with a 23-mm anti-aircraft system and 82-mm automatic mortar-gun “Vasilek” from the direction of Trekhizbenka. For more see Novorossia Today report Slavyanoserbsk was subjected to shelling today for the first time in the three months of the ceasefire regime (May 26). Editor’s note: Slavyanoserbsk, near Shastya, lies about 25 km northwest of Lugansk and 40 km northeast of Alchevsk.

Ukrainian Saboteurs Blow Up Locomotive / Novorossia Today / May 26, 2015 / Donetsk People’s Republic, Novorossiya / Ukrainian sabotage and reconnaissance group blew up a locomotive in the Lugansk People’s Republic, the DPR Defense Ministry spokesperson Eduard Barusin told journalists today. “On 25 May, Ukrainian sabotage and reconnaissance group blew up a locomotive in the LPR on the Lutugino-Semeykino line. They placed an explosive device on the tracks and set it off when the train went over it. There were no injuries, but the damage closed the rail line temporarily. This confirms that the Ukrainian forces are trying to disrupt civilian infrastructure objects in the DPR and LPR,” — Basurin said.

South Ossetia Appoints Donetsk and Lugansk Envoys. President Leonid Tibilov of South Ossetia, which has recognized the Donetsk and Lugansk People’s Republics, appointed envoys Taimuraz Gibizov and Soslan Karayev as official South Ossetian representatives in the Donetsk People’s Republic and Lugansk People’s Republics. Kiev is still amassing troops and weaponry along the line of contact, including BM-21 Grad and Uragan 9K57 multiple rocket launcher systems in Velikaya Novoselka and Olgink, and Smerch 9K58 heavy multiple rocket launchers near Bogorodichnoye. Poroshenko Signs Law Revising Ukraine’s Soviet History. In a further totalitarian move, Kiev regime leader Petro Poroshenko signed a package of laws last on May 15, 2015, which was rushed through parliament without public debate. These laws revise Ukrainian history to essentially delete the Soviet era, and hail soldiers who fought in the Ukrainian Insurgent Army, slaughtering “tens of thousands of Poles in one of the most heinous acts of ethnic cleansing in the history of Ukraine.” Political commentator Jochen Hellbeck analyzes this new legislation, the violation of which could result in a jail term. “Europeans should not watch passively as core European values are being silenced or denied in Ukraine’s hybrid war against Russia. What unites Europe today is the memory of the Holocaust as a singular crime and a starting point for a new era. This memory is shared not only by French and Germans, Poles and Greeks; it also extends to a Russia that affirms the central role played by the Red Army in liberating Europe from fascism,” says Hellbeck. Lentsov Attacked BY Ukrainian Saboteurs / Truth about situation in Ukraine / May 24, 2015 / Donetsk People’s Republic, Novorossiya / The group of observers of the Joint Center for Control and Coordination of the ceasefire (JCCC) was attacked by the Ukrainian saboteurs on May 23, the DPR Defense Ministry spokesperson Eduard Basurin told a briefing today. “At about 18:00 on May 23, in neutral territory, about 1.5 kilometers from Gorlovka, Ukrainian sabotage and reconnaissance group carried out an attack on the Russian representative at the JCCC, Colonel General Alexander Lentsov. During the inspection, the JCCC observers spotted a large number of Ukrainian heavy weapons, which must have been withdrawn under the Minsk Agreements, near the contact line. Quemado Institute comments: There is much evidence, including map studies and crater analysis, that the January attack on Mariupol was due to mistaken fire by the Ukrainian army, although Kiev predictably denies this. On Ukraine’s Mariupol defenses, it seems curious that the fortifications will be completed “in time for May 25.” Is that a magic date for Kiev? Do they plan to launch an offensive? It is certain the NAF have no plan to attack Mariupol, as civilian casualties must be ruled out 100%. These people are, after all, relatives and family of citizens of the Donetsk Republic. A Compassionate Portrait of Donetsk. “In a recent visit to the Donbass in East Ukraine, a group of journalists including myself visited Donetsk in order to better understand its reality for ourselves. The trip was organized by Europa Objektiv, a German-Russian NGO whose mission is to provide journalists with a tour of the frequently misrepresented region,” says author Joshua Tartakovsky. He goes on to say, “In the morning, we drove through the streets of Donetsk. One would imagine a barren city, or a city where residents lived in fear, yet people were walking around in large numbers; cars were busy driving around. Families and children were chatting amongst themselves, skating or walking. The streets were impeccably clean, despite the ongoing war.” After mingling with residents, Tartakovsky notably concludes, “[The] locals’ biggest nightmare, however, was that the city would be taken over by Ukrainian forces who would in turn slaughter civilians one by one. Consequently, defending their territory was a matter of survival. This statement was made today by the Donetsk People’s Republic Ministry of Defense Corps Deputy Commander Edward Basurin. “Taking into account the EU summit scheduled for May 21 in Riga, Kiev has repeatedly demonstrated the ability to take extreme steps, staging attacks against the civilian population in the Donbass territories under its control. According to our human intelligence, the SBU today began implementing a plan for a series of terrorist acts during the coming weeks, in order to subsequently charge us of the crimes in Riga,” Basurin was quoted as saying by the Donetsk News Agency.

In the words of the representative of the Ministry of Defence of the Donetsk People’s Republic, attacks are planned on the roads from Mariupol to Volodarskogo and Privolnoe to Kasyanovka, as well as near the village of Stary Krym. In these places, according Basurin, there is the possibility of land mine explosions or fire from artillery weapons. “In order to avoid the loss of innocent people, we call on all civilian populations on both sides of the line of contact to apply the maximum vigilance,” Basurin summed up.

The summit of “Eastern Partnership” will be held May 21-22 in Riga. Previous summits were held in Prague (2009), Warsaw (2011) and Vilnius (2013). Editor’s note: Volodarskogo is located some 120 km northeast of Mariupol near the contact line at the narrow neck of the DPR’s southern handle. Kasyanovka and Privolnoe lie about 30 and 40 km, respectively, north of Mariupol on the H20 highway. Stary Krim is a northern suburb of Mariupol.

Columnist Finian Cunningham lambasts the US State Department for its previous vilification of Putin in light of this past week’s surprise visits to Russia by John Kerry and Victoria Nuland. “Kerry’s respectful visit to Russian city Sochi last week had all the hallmarks of a school boy being brought to task by his seniors over a series of mad errors,” says Cunningham. Later, on a more optimistic note, the author further informs us, “Also, in the last week the NATO civilian chief, Norwegian Jens Stoltenberg, told the Kiev regime that it must implement the Minsk accords on a mutual basis with the rebel militia in the self-declared Donetsk and Luhansk People’s Republics. This is another marked change in attitude from the Washington-NATO axis. Up to recently, Stoltenberg has been dutifully reading his cue cards, claiming that Russia is covertly destabilising Ukraine. Now the NATO mouthpiece is putting the focus more on where it should: for the Kiev regime to take responsibility and engage directly with the DPR and LPR.” He goes on to analyze this remarkable change in Western policy, concluding, last but not least, “Finally, there is the increasingly unhinged behaviour of the Kiev regime itself. This regime may have seemed like a good idea to Washington last year. Russia Betrays Donbass: Ukraine-EU Association Agreement. Yet again, Russian officials, in their worldly free-wheeling deals and contemptuous two-faced policies, slickly ignore the concerns of Novorossiya while supporting the murderous Kiev regime. This is reprehensible, and paints another black mark on Russian President Vladimir Putin’s record. Although we generally agree with Putin’s policies, he has established a pattern of Donbass betrayal we consider abhorent, in view of the criminal genocide Kiev has executed against Novorossiya’s citizens. The Tass article, unfortunately, says none of the above, but coldly reports that “Russia did not raise the issue of further postponing the EU and Ukraine Association Agreement at the trilateral meeting [of the European Union, Russia and Ukraine].” As Russia’s Minister of Economic Development Alexey Ulyukayev explained on Monday, “We went through a big agenda today, and the result was the formulation of the mandate for experts to simulate the issues of most concern to us.” Aha. So Novorossiya is not of concern to you, is that correct, Mr. Ulyukayev? Quemado Institute strongly denounces this action by Russian officials. Does Putin support this betrayal? Nuland to discuss implementation of Minsk accords in Moscow / Novorossia Today / May 17, 2015 / U.S. Assistant Secretary of State for European and Eurasian Affairs Victoria Nuland will visit Moscow on May 17-18 to discuss with Russia’s representatives the implementation of the Minsk agreements, says a statement released by the U.S. Department of State on Saturday. Nuland is expected to meet with senior Russian government officials to discuss the next steps aimed at implementing the Minsk agreements following her visit to Kiev on May 14-16 and also the meetings held by U.S. Secretary of State John Kerry in Sochi. She will also discuss bilateral issues with Russian officials and meet with civil society representatives, the U.S. Department of State says.

Earlier this week, Nuland traveled to Kiev, where she held meetings with Ukrainian Prime Minister Arseniy Yatsenyuk and President Pyotr Poroshenko. “Coordinating our actions with the United States is vitally important,” Poroshenko said following talks. After a visit to Kiev, Nuland said Washington was willing to expand its participation in ensuring the implementation of the Minsk agreements, together with the EU and the “Normandy Four” countries. Russian Deputy Foreign Minister Sergey Ryabkov has told TASS that the United States is showing interest not only in the “Normandy Four” format, but also in the Contact Group on Ukraine. However, the Russian Foreign Ministry sees no point in that.

The forthcoming visit will be the second trip of a senior U.S. diplomat to Russia in a week. On May 12, U.S. Secretary of State John Kerry held talks with Russia’s top diplomat Sergey Lavrov in Sochi and was later received by Russian President Vladimir Putin. “The two sides exchanged views on virtually all key issues of present-day international agenda,” Russian presidential aide Yury Ushakov said following talks. “Of course, the Ukrainian issue was high on the agenda,” he noted.

RT’s Phil Butler Writes Scathing Commentary on Nuland Moscow Visit. “One year into the Ukrainian crisis, Washington reveals a desire to jump on the bandwagon of the Minsk peace accords – brokered by France and Germany. Not bad news, after all, but when it comes from Victoria Nuland…” says Butler, leaving the finish to our imagination. He aptly notes, “To be honest, everyone I mention this [US desire to play a more significant role in the Minsk accords] to seems to come down with the shivers, whether they’re from western or eastern Europe.” He continues his biting analysis: “In hindsight, there’s no wonder Moscow raised eyebrows when Nuland appeared in Maidan Square sharing loaves and fishes with protesters there. The veteran State Department operative is virulently anti-Russia, despite proclaiming her love for the country. Between Nuland and NATO Commander General Philip Breedlove it’s hard to figure who has been more in favor of the US arming Kiev. Quemado Institute comments: Be this as it may, from the perspective of peace and freedom for Donbass, it doesn’t matter which American official has changed their mind nor how hawkish they once may have been, as long as they eventually see the truth about Ukraine and Russia. That the US wants to join Minsk gives us “the shivers” as well, not because we see it as a negative sign, but that a US presence will undoubtedly create arbitrary obstacles and confusion, disrupting Merkel and Putin’s clear agenda.

Shumy is a village about 15 km northwest of Gorlovka. The three towns of Slavyanoserbsk (about 25 km northwest of Lugansk), Vesyolaya Gora (about 20 km north of Lugansk on the M21 highway), and Stanitsa Luganskaya (about 20 km northeast of Lugansk) lie along a crescent encircling the northern edges of of Lugansk, not far from the ceasefire line. Shirokino is in the south extreme of the Donetsk Oblast, on the Azov sea between Kiev-controlled Mariupol and DPR-held Novoazovsk. Civilians by far suffered most. Three agreements to end conflict failed – Minsk II the latest in February. Low-level fighting continues ahead of US/Kiev plans to escalate it full-blown. Hundreds of US combat troops and special forces are training Kiev’s Nazi-infested National Guard and likeminded battalions for renewed all-out war – at Obama’s discretion. He has no intention of ending hostilities until Donbass is entirely destroyed – many more of its people slaughtered or displaced. RT International quoted Ukraine’s deputy economy development minister Aleksandr Borovik saying “(a)t a certain point, Russia will pay. We need to calculate. We need to be ready to lobby wherever we can. And say, this must be paid. It was $350 billion when Iraq attacked Kuwait,” he said. “Then they decided $320 billion was owed. Taking into account how long that aggression took and how long Russia’s aggression against us has been going on, those are comparable.”

Fact: The whole world knows Ukraine waged naked aggression against its own people. Fact: Kiev and Washington bear full responsibility for mass slaughter and destruction. Fact: Throughout months of conflict, Russia went all-out for resolving things diplomatically. Fact: Claims of “Russian aggression” are Big Lies. The whole world knows none occurred – or is any planned. Fact: Vladimir Putin is a consummate peacemaker. He deplores war. He wants Ukraine’s conflict resolved diplomatically.

Chances for Kiev collecting compensation from Russia for its own criminality are ZERO. Russia’s lower house State Duma International Committee chairman, Alexey Pushkov, expressed outrage about Kiev’s demand, twittering: “Kiev’s regime has been involved in ruining Donbas, shelled the cities and plants, and now it demands $350 billion from Russia. Strange. And hopeless.”

Ukraine has a separate absurd $16 billion damage claim over contracted gas prices Russia charged – agreed to by former Ukrainian prime minister Yulia Tymoshenko. Its Nazi-infested parliament adopted a decree calling Russia an “aggressor state.” Pending legislation criminalizes publicly denying “Russian aggression” – even though the whole world knows none exists or is planned. Fascist regimes operate this way. Washington and Kiev are partners in high crimes against peace.

Peacekeeper deployment in Donbass could perpetuate conflict – Donetsk republic / May 11, 2015 / Russia Beyond the Headlines Peacekeeper deployment in the military conflict zone in eastern Ukraine could freeze the conflict, the self-declared Donetsk people’s republic said. “This would freeze the situation in an attempt to save power at any cost. No fighting is underway now. Ukraine has cut the political dialogue short and is provoking combat operations which can restart at any moment,” Andrei Purgin, speaker of the self-declared republic’s legislature, told the media. Purgin was commenting on Poroshenko’s plans to request peacekeeper deployment in the military conflict zone in eastern Ukraine during his visit to Germany. “The contact groups are spurring progress. But it is difficult to assess today how far theses groups will move and whether they will move ahead at all, or how long the talks could last. They could continue for years,” Purgin said.

Ukrainian President Petro Poroshenko said earlier on Monday that the issue of deploying a peacekeeping contingent in the military conflict zone in eastern Ukraine would be raised during his visit to Germany on May 13 and 14. “I spoke about this during the UN secretary general’s visit to Ukraine. We will also discuss a peacekeeping operation under the aegis of the UN Security Council and European security forces during our meetings in Europe, which will allow us to guarantee the implementation of the Minsk agreements,” Poroshenko said at the Ukrainian Ground Forces’ training center in the Chernihiv region on Monday. A peacekeeping mission is needed to ensure the implementation of the Minsk agreements on the settlement of the situation in eastern Ukraine, he said.

Talking about the strategy, he offered the Five Ds program prepared by his friend Mikheil Saakashvili, which includes deoligarchation (getting rid of tycoons), demonopolization, deregulation, decentralization and debureaucratisation. Arseniy Yatsenyuk said something to cause confusion among participants. Jokingly, he offered a swap. According to him, Jean Claude Juncker could become President of Ukraine in ten years with Poroshenko taking his office as President of the European Commission. The Contact Group on Ukraine made significant progress in reconciliation talks, Russian envoy Azamat Kulmukhametov said on Wednesday. The four contact subgroups will discuss issues of security, politics, refugees and displaced persons, as well as economic ties, according to Organization for Security and Co-Operation in Europe (OSCE) envoy Heidi Tagliavini. “A serious step was made on the path of the political resolution of the crisis. We managed to determine concrete dates for the work of the sub-groups,” Kulmukhametov said. Ukrainian envoy Leonid Kuchma said that the security subgroup will discuss the removal of tanks and mortars from the line of contact between Ukraine and the Donbass republics. The idea of deploying peacekeepers to the region was not discussed, according to Kuchma.

The subgroups will meet on May 14, May 19 and May 22, according to Lugansk People’s Republic envoy Vladislav Deynego. “The most important thing is that the dialogue between Ukraine and the Donetsk and Lugansk People’s Republics has begun. We hope that it will continue and all decisions will be made on the basis of compromise,” the Donetsk People’s Republic’s envoy Denis Pushilin said, adding that a breakthrough has been achieved in the negotiations. A serious step to resolve the crisis in Ukraine was made in Minsk on 6 May, BelTA learned from Azamat Kulmukhametov, Russia’s representative in the contact group on Ukraine, after the group’s session in Minsk on 6 May. “One can say that a serious step towards a peaceful political resolution of the crisis has been made today. After a number of difficulties as part of the fulfillment and development of the Minsk accords we have managed to arrange a meeting of the working groups, determine specific dates for them to begin working, and determine the matters that need to be discussed,” noted Azamat Kulmukhametov. “Naturally it is a very important event. The most important thing is that it has been achieved through direct dialogue between representatives of Kiev, Donetsk, and Lugansk. What has been achieved today gives serious grounds to believe in future advancement along the way of peaceful resolution.” Azamat Kulmukhametov thanked OSCE special representative Heidi Tagliavini and OSCE coordinators, who had taken part in the meeting of the working groups, for their work. He thanked the Belarusian side for the warm welcome extended to all the participants of the contact group. “Without this hospitality it would have been difficult for us to work and difficult to achieve the results we have achieved,” he said. The representative of the Russian side said he believes that the meeting in Minsk would contribute to the cessation of fire and the resolution of further issues concerning security.

Taking part in the meeting were OSCE Special Representative Heidi Tagliavini, former President of Ukraine Leonid Kuchma, representative of Russia Azamat Kulmukhametov, representatives of the self-proclaimed republics of Donetsk and Lugansk Denis Pushilin and Vladislav Deynego. The meeting was held behind closed doors. Quemado Institute comments: DPR/LPR Prime Ministers Alexander Zakharchenko and Igor Plotnitsky were formally invited to Minsk for the May 6 meeting. They refused to attend, apparently in protest of Kiev’s violations. Have the two PMs missed an important diplomatic opportunity? Or was their refusal simply correct protocol? After all, they are Heads of State, and the meeting was not attended by other national leaders.

Kiev Launches Massive Attack, Lavrov Calls on OSCE. A massive attack by the Ukrainian army on the night of May 2 in Donetsk has prompted Russian Foreign Minister Sergei Lavrov to appeas to the OSCE for help. Shelling Wounds Two Near Donetsk. Two people were wounded while driving from Donetsk to Gorlovka saturday and have been hospitalized. Kiev Saboteurs Plot Victory Day Provocations. Ukrainian army sabotage groups are planning provocations in the Donetsk People’s Republic on May 8 and 9, DPR’s defense ministry spokesman Eduard Basurin said on Saturday. “Sabotage groups are working along the contact line. That’s why we expect provocations on May 8-9. We have information that foreigners are there. Zakharchenko: DPR an Established State. Donetsk People’s Republic Prime Minister Alexander Zakharchenko said in his Labor Day speech Friday that the DPR has established itself as a state. “Today we are building our young state enthusiastically. Still not everything comes easily, but despite the intention of our enemies to destroy the republic, I want to state firmly – we have established ourselves as a young state, we are developing and we have won!” the Donetsk news agency quoted him as saying. OSCE to Coordinate Contact Group Subgroups. The Donetsk and Luhansk People’s Republics have accepted a proposal that the working subgroups of the Contact Group on Ukraine will be coordinated by OSCE representatives during the first month. After that, the sides will decide whether the OSCE representatives should remain the coordinators or a rotation should be carried out. Mysterious Western Task Force Attacks UAF. Donetsk People’s Republic Defense Ministry spokesman Eduard Basurin reports that an unidentified combat unit has been observed attacking a Ukrainian nationalist battalion with weapons manufactured in the West. “That’s the first time since the outbreak of the conflict that we see an operation of this kind conducted on Kiev’s side in an area adjoining the frontline,” he said. “The thing is the unit that stormed the positions of the Ukrainian punitive battalion used silent killer weapons that didn’t belong to the Kalashnikov family of assault rifles and was obviously manufactured by a Western company.” See Tass News Agency report Unidentified special forces fight against battalions of Ukrainian nationalists — Basurin (Apr 30)

Poroshenko Vows Endless War. In an interview with Ukraine’s STB television channel, Kiev leader Petro Poroshenko said, “The war will end when Ukraine regains Donbass and Crimea.” He added that combat operations in the conflict zone would be carried out “for as long as it is necessary.” According to the recent comments of the former UN Secretary-General Kofi Annan, if all the measures stipulated by the Minsk deal are not implemented as soon as possible and in full measure, the situation in southeastern Ukraine “could get out of hand.” See Sputnik report at War in Ukraine Will Be Over After Kiev Regains Crimea, Donbas – Poroshenko (Apr 30).

Ukraine Neo-Naziism Must Be Eradicated. Russian Foreign Ministry’s human rights ombudsman Konstantin Dolgov has expressed the need for elimination of Neo-Nazi elements operating in Ukraine. “We think that the EU, the US that Kiev so actively listens to and, of course, relevant international organizations that Ukraine is a member of – this includes the UN, the OSCE and the Council of Europe – should exert the necessary influence on Ukrainian authorities,” Dolgov told the Izvestia newspaper.
