Zakharchenko: Novorossiya Will Be Created Very Soon, A Graham Phillips Video. British journalist Graham Phillips interviews Donetsk People’s Republic Prime Minister Alexander Zakharchenko about the existence of Novorossiya. A rough transcript summarized from the subtitles is as follows: “Graham Phillips: We read a lot of news about Novorossiya. Strelkov especially speaks about Novorossiya. What about the relationship between the DPR and Novorossiya? Alexander Zakharchenko: You can see what my opinion is. Novorossiya is a union of the Republics of Donetsk and Lugansk, and maybe some other republics. It is possible to create Novorossiya on the territory of these republics. But it must be created, it will be created. Now, unfortunately, Novorossiya is not yet in existence. There are the Donetsk and Lugansk Republics. They are the two cornerstones of the foundation of Novorossiya, which will be created for sure. And we will be trailblazers, the first to live in the great Novorossiya, in which we all of course believe. This is my personal opinion…. We discussed with Borodai the establishment of Novorossiya when he was here. I know his vision, and I even share some of his views. I believe in Novorossiya. I believe that it will be. I even know that it will most likely be created very soon. Our opponents and enemies don’t expect how soon it with will happen. However, it will happen. Ukrainian army has resumed shelling of Donetsk / Zvezda / Edited autotranslation / June 30, 2015 / Ukrainian security forces continued shelling of the village of Oktyabrsky, located in the Kuibyshev region of Donetsk near the airport, said the Donetsk News Agency, as reported by the DPR Ministry of Defence. “At the moment, the APU [UAF] are firing on the village of Oktyabrsky, Kuibyshev district of Donetsk. The shelling continued for at least 40 minutes,” he told the agency. Information on casualties or damage specified [sic]. In addition, there are reports of shelling in Gorlovka. The attack was inflicted on the mines. Also under fire were residential areas. “The shelling is very tight. There is destruction of the residential sector. Mine 6-7 and 19-20 were struck by cannon artillery. Also under fire is the village and district of Kurganka Mercury [sic]. Data on victims clarified [sic],” the representative of the DPR Republican Guard told Interfax from the scene. The situation worsened in the Donets Basin in the early summer: June 3, near Marinka there were serious battles, of which 34 people became victims, according to the UN. The militia reported that Ukrainian security officials continue to pull heavy artillery and multiple launch rocket systems to the contact line, and the intensity of the attacks is growing. Oktyabrsky suffered serious fire on 27 June. As a result, a fire started in the village.
UAF Tanks Redeployed In Maryinka. The Ukrainian army has redeployed six tanks from Kurahovo, about 30 km from Donetsk, into Maryinka, the scehe of instense fighting in early June, when more than 400 people were killed, most of them UAF troops. Pushilin: Ukraine Constitutional Reform Must Meet Late 2015 Deadline. Donetsk People’s Republic contact group envoy Denis Pushilin has stressed that the deadline for constitutional reform mandated by the Minsk 2.0 Agreements must be met, and that DPR and LPR representatives must be involved and give their consent. Kiev is clearly failing to meet these conditions. See TASS report Donetsk republic’s envoy reminds Kiev about constitutional reform deadline (June 29).
Plotnitsky: Kiev Downplays Its Forbidden Volunteer Battalions. In response to Kiev regime leader Petro Poroshenko’s statement that Ukrainian forces in Donbass number 60,000, the Lugansk People’s Republic Prime Minister Igor Plotnitsky has said the true number is 75,000. Apparently Poroshenko has been playing down the existence of “volunteer” battalions, including Pravy Sektor troops and foreign mercenaries, as these units are forbidden by the Minsk 2.0 Agreements. Kiev Neo-Nazi Battalions Still Active in Ukraine. The Swiss newspaper Le Temps has reported that Kiev continues to rely on neo-Nazi battalions such as Dnepr-1 and Azov. “‘The government can criticize us as much as it wants to, but it needs the Dnepr-1 and the Right Sector…. The Ukrainian army cannot defend the country alone,’ said Konstantin, one of the militants fighting in Donbass, as cited by Le Temps.” The Swiss report continues, “The integration of extreme right-wing groups and the Ukrainian Army is going full speed. The Right Sector supports the army, while the Azov battalion receives its orders directly from the Ministry of Defense. All nationalist groups receive orders from the headquarters in Kramatorsk…. Ukraine Media Says Kiev Draft Amendments Violate Minsk 2.0. / Kiev draft amendments to the constitution do not solve the problem of Donbass and violate “Minsk-2” – the Ukrainian media / Donetsk News Agency / Edited autotranslation by Quemado Institute / June 29, 2015 / Donetsk / The draft amendments to the Constitution of Ukraine do not really solve the problem of Donbass, the Ukrainian publication “Comments” wrote today. As noted at the last meeting of the working group for preparation of amendments, this opinion was expressed, in particular, by a member of the commission, the first president of Ukraine Leonid Kravchuk. However, the chairman, Speaker of Parliament Vladimir Groisman, ignored it. “Meanwhile, comments from members of the Constitutional Commission are logical, because after the UN Security Council reviewed the Minsk Agreements, they have become the norm of international law and are binding on all UN member states,” emphasizes the publication.
In the present draft, however, there are no changes to the Constitution provided for in the Minsk Agreement that govern the right to self-determination, language, participation of local governments in the appointment of heads of prosecutors’ offices and courts in the Donbass, as well as the right to form militia groups by the decision of local councils. Also not provided is the fulfillment of the obligations of the ban on early termination of powers of deputies of local councils and officers elected at regional early elections. Including the transitional provisions, these features are determined by the law on the special order of the local government. “It is insufficient, since the content of the law can be changed by a simple majority in parliament.” The availability of these standards in the text of the Constitution is a direct requirement of paragraph 11 of the Minsk Agreement. Therefore, the proposed draft amendments to the Constitution “endangers not only the performance of the Minsk Agreement, but also the peaceful settlement of the situation in Donbass,” the newspaper notes.
OSCE Urged to Check Radiation from Donetsk Factory. Following the June 16 explosion at the Donetsk chemical factory where nuclear waste is also stored, Kiev has expressed alarm about possible high radiation levels in Donetsk, urging the OSCE to monitor the site. Quemado Institute comments: to our knowledge, there have been at least two explosions at this factory, one in February and one in June. Other sources have claimed the explosions were caused by Ukrainian shelling of explosives in storage. We also saw a report last week that Donetsk authorities have checked the site and no elevated radiation was detected. We suspect Kiev’s alarm is exaggerated for public relations purposes. Other observers also suspect that the Ukrainian army is deliberately attacking this chemical factory in order to release radiation on Donetsk. We regret Sputnik does not include sufficient detail to clarify these questions.
Novorossiya Media Outlets: The Story Behind the Information Race? DW’s Kitty Logan offers a behind-the-scenes description of pro-Novorossiya news outlets located in the city of Donetsk, claiming they are winning the information battle. In particular, she talks about Novorossia Today, a prominent news agency now with a staff of 50. For full DW commentary, see Donetsk rebels get their message across (June 26). Editor’s note: For clarification, there exist two separate news outlets: “Novorossia Today” and “Novorossiya Today”. The former, we assume, is the one located in Donetsk, a news source we rely on. The latter harbors a discernible Western bias and we rarely refer to it. Author Kitty Logan uses the spelling “Novorossia Today”, however a photo caption in the article, apparently in error, spells it “Novorossiya Today”. Quemado Institute comments: Logan refers to Donetsk citizens as “rebels”, so we do not know how biased this article is. What Donetsk still needs is a city news outlet, with a name such as “The Donetsk Herald” for example, that handles world, national and local news on the commercial scale of the Kyiv Post, something most big cities have. Yet Kitty Logan, neglecting to mention the Kyiv Post, alleges that Ukraine is behind Donetsk in the information war. Nothing could be further from the truth. Western media get their Donbass information almost entirely from Kiev. Ukraine is winning the information war hands down.
Platzeck at Karlsruhe Forum: Failed Russian Sanctions Must Be Revised / Russkaya Vesna / Edited autotranslation by Quemado Institute / June 29, 2015 / The effect of EU sanctions against Russia has had the opposite impact and is not what was expected by the European Community; they must be adjusted or canceled, the head of the German-Russian Forum Matthias Platzeck said Monday at a press conference. The German-Russian Forum is the setting of the 13th German-Russian conference of twin cities, which is taking place on Monday in Karlsruhe. “The results of the sanctions were not the ones we expected. They were exactly the opposite,” said Platzeck. According to him, the sanctions have not only failed to end the conflict in Ukraine, but also have not stepped up the pressure on the Russian leadership on the part of the population. Platzeck presented the results of opinion polls, according to which 89 percent of the population support the Russian president, Vladimir Putin. “We got the opposite result in the development of these sanctions. This means that these measures should be amended or repealed,” concluded Platzeck. These sanctions are not only a drag on the economy of Russia, Germany and all of Europe, they can transfer some of the surplus to third countries, particularly the US and China, who come to the Russian market, taking advantage of the weakening of European trade, said Platzeck.

The “toxic electrically conductive heavy metals” jet aircraft are spraying into our atomosphere, which are known to include aluminum, barium and strontium,, are believed by some to be coal ash, having the same elemental spectrum. Such aerosols are thought to cause drought, and are likely to blame for the massive fires that have destroyed the mountain forests of the southwest United States. Ukraine should be wary of joining NATO, as the US will fill their skies with toxic aerosols.

Pushilin: Ukraine Constitutional Reform Works Without Donbass Representatives. Donetsk People’s Republic Contact Group Envoy Denis Pushilin said on Sunday that the Ukraine Constitutional Commission was still working without any representatives of the Donetsk and Lugansk Republics, in violation of the Minsk 2.0 Agreements signed on February 12. “Minsk-2 provides for a constitutional reform agreed with us. And our proposals include the right to appoint and control the activities of local authorities, courts, prosecution agencies and people’s militia by the government of the Donetsk People’s Republic, but not by Kiev,” the Donetsk News Agency quoted Pushilin as saying. The TASS report continues: “On Friday, the constitutional commission approved a framework text of decentralization-related amendments to the constitution. Editor’s note: It is clear to us that Poroshenko’s statement is an outright fabrication meant to convince his Western backers that he and his regime are complying with Minsk 2.0. Plotnitsky on Minsk: Ukraine’s Claims Are Brazen Lies. Both Donetsk and Lugansk People’s Republics Prime Ministers Alexander Zakharchenko and Igor Plotnitsky have stated that the Kiev regime is lying about compliance with Minsk 2.0. “What Ukraine is now offering is fake, switching imitation of settlement for actual dialog,” notes Plotnitsky. “We will never agree with these decisions. We consider that Ukraine is deliberately ripping up the Minsk process. Ukraine Continues Shelling of Gorlovka. The city of Gorlovka in the Donetsk People’s Republic has suffered long episodes of continuous shelling during the night. “Workers of the health care department specified that the shelling lasted from 18:30 of June 27 till 07:00 of June 28.” One man was killed as a result. The shelling emanated from the direction of Dzerzhynsk, a town near Gorlovka under Kiev control. See Novorossia Today report A man died as a result of the night shelling of Gorlovka – JCCC (June 28).

Zakharchenko: Dnepropetrovsk, Odessa, Kharkov, Nikolayev, Kherson, Zaporozhye Are Sister Cities of Donetsk and Lugansk. In an address to the youth of Donbass, Donetsk People’s Republic Prime Minister Alexander Zakharchenko gave a stirring reminder of the necessity for unity in opposing the fascist oligarchics of Kiev. “When you raised up your voices against extremism, when you openly protested against their alien ideology, the criminal regime in Kiev declared war on our people,” emphasized Zakharchenko. “I urge you, the young people of the southeast, to cast aside all your fears, to unite your efforts, and present a united front against the occupation regime…. Slavyangrad: Unjust Treatment of NAF Volunteer Vyacheslav Vysotsky. “Vysotsky, a Latvian citizen, went to fight for the LPR Militia in the midst of some of the heaviest battles—in the summer of 2014. While there, he tripped on a landmine, but miraculously survived. Wounded, he went to Russia for medical treatment and to seek temporary asylum. In the meantime, Latvian law enforcement agencies decided to prosecute him on charges of terrorism, and the Russian authorities have indicated that they may deport Vysotsky to his homeland.” For more see “The Minefield” of Vyacheslav Vysotsky (June 27).

There have been a number of peaceful protests in Kiev lately that do not appear to be organized by any particular faction, have no evident leaders, and are not causing panic among Kiev regime officials. Anti-Russian Sanctions May Cut 160,000 German Jobs. According to German expert Eckhard Cordes, the President of the Committee on Eastern European Economic Relations, 160,000 jobs may be eliminated in Germany due to reduced trade with Russia, a picture much worse than anticipated. The German expert doubts that Brussels has chosen a right strategy with respect to Moscow, adding that “in 2015 Russia may drop to position 15 in the list of importers of German products, falling behind such countries as the Czech Republic and Sweden. Merkel at Karlsruhe Conference: German-Russian Dialogue Needed. At the ongoing 13th Russia-Germany sister cities conference taking place at Karlsruhe in southwest Germany, Chancellor Angela Merkel stressed the necessity for taking every opportunity to establish an open dialogue with Russia, after receiving pressure from Ukraine peace activists. Strategic Culture Foundation: St. Petersburg Forum a Success Story. Columnist Pyotr Iskenderov summarizes the many contracts, worth some $5.4 billion, signed at Russia’s recent St.Petersburg International Economic Forum (SPIEF), attended by delegations from 120 countries. The guest list included such corporate giants as BP, Royal Dutch Shell, Total, Enel, Eni, Pirelli, Lloyds and Jack Ma, founder of Chinese Alibaba. “We are responding to the restrictions imposed from outside not by closing off our economy, but by expanding freedom and making Russia more open,” Russian President Vladimir Putin told the forum. Poles Protest Against Kiev Near Ukrainian Embassy in Warsaw. Members of the Polish anti-fascist organization Komitet Ukraiński held a rally near the Ukraine Embassy in Warsaw on June 27 to protest Kiev’s actions against Donbass. Situation Report: No Retreat in Shirokino, UAF Uses Javelins / Truth about situation in Ukraine / June 27, 2015 / Sitrep from militiaman Aleksandr Zhuchkovskiy, June 27, 2015. Today Shirokino is widely discussed, and people are asking whether our forces had surrendered the settlement. No, they did not. In fact, they pretended to have surrendered it. The course of the events was the following. In the morning of June 26 Ukrainian by force of up to two units with the support of artillery attacked the positions of the 9th regiment of NAF. Our troopers imitated the retreat and gave a chance to our artillery to target the referenced marks. as a result the UAF suffered losses up to 15 KIA and about 20 WIA. At the moment the sides occupy the same positions in Shirokino as before. Our units had battered the enemy significantly, but made no breakthrough on this part of the front line, and the position fighting of medium intensity are still underway. The same is right about other parts of the front line. In accordance with the reconnaissance teams data it is the units of the Right Sector and foreign mercenaries that assault Shirokino. UAF units are mainly stationed on their positions in fortified areas and carry out artillery support. Use of American anti-tank missiles Javelin had been repeatedly registered here. Their delivery is characterized by non-taped missile launch and soft humming of the power jet. Foreign mercenaries use such tricks when they attack from behind buildings: they have safety lines round their bodies, and when they get hit, their fellow troopers pull them back to shelter. They never leave the dead and wounded in the battlefield (that is, they do everything possible to avoid it), and artillery covers their evacuation.
Pushilin Reminds Poroshenko Minsk Representatives of Donbass Can Only Be the Heads of the DPR and LPR. / Donetsk News Agency / Edited autotranslation by Quemado Insitute / June 27, 2015 / Kiev cannot choose at its discretion representatives of Donbass for approval of amendments to the Constitution of Ukraine. This the head of the DPR delegation to the Minsk peace talks, Deputy Chairman of the People’s Council Denis Pushilin, reminded the authorities of the country today. “Poroshenko [Kiev regime leader Petro Poroshenko – QI] is trying to mislead the people of Ukraine and the international community, arguing that his proposed amendments to the Constitution of Ukraine were agreed to by the representatives of individual regions of the Donetsk and Lugansk Oblasts,” said the DPR representative in a statement received by DAN. He pointed out that “the representatives of certain areas” is not just a word, and the term [is crucial to] the conceptual apparatus of the Minsk documents. “We are not talking about any representatives who Kiev appoints. The term is fixed in the Minsk memorandum dated September 19, 2014. According to this document, “the representatives of individual regions of Donetsk and Lugansk regions,” are, respectively, Alexander Zakharchenko and Igor Plotnitsky [Prime Ministers of the DPR/LPR – QI], who have signed this memorandum in Minsk,” said Pushilin. He recalled that the document was signed by the OSCE Representative, Heidi Tagliavini, Poroshenko representative Leonid Kuchma and Russian Ambassador Mikhail Zurabov. It is politically correct,” Poroshenko allegedly said, according to TASS. Quemado Institute comments: until we see independent reports from Denis Pushilin, Vladislav Deinego or Alexander Zakharchenko of the DPR/LPR that their appointed representatives have indeed satisfactorily participated in the Ukraine constitutional amendment process in Kiev, we suspect this article gives a false impression. Poroshenko’s statement is so vague as to be meaningless. The report gives no indication of who these “representatives” are, how and where they participated, nor whether the level of participation fulfills Minsk Package of Measures. Yet, if read quickly, in conjunction with an unusually flattering photo of Poroshenko, the article gives the impression he has satisfied the Minsk requirements, a highly unlikely state of affairs. Groysman: Update on Constitututional Reform. TASS itself provides a contradiction to the above article in a further report that is itself self-contradictory. The report says, on the one hand, “‘Amendments to Ukraine’s constitution proposed by the self-proclaimed eastern republics of Donetsk and Luhansk will not be taken into consideration at a meeting of a constitutional commission,’ Ukraine parliament Speaker Vladimir Groysman said on Thursday.” Groysman’s assertion that the amendments will not be considered is followed by the statement, “As soon as we receive them, they will be publicly considered by the constitutional commission.” Quemado Institute takes this to mean that as late as June 25, the amendments proposed and published on June 8 by the DPR/LPR had still not been received, but that Groysman will be happy to consider them when they arrive? We call upon TASS to stop talking down to the West and give us straight information, please. Donetsk People’s Republic Prime Minister Alexander Zakharchenko told journalists today that the Minsk 2.0 Agreements will only be adhered to if the Normandy Four (the leadership of France, Germany, Ukraine and Russia) put pressure on Kiev to comply. Quemado Insitute comments: At the time of the signing of Minsk, Zakharchenko and many observers believed that the leaders of the Normandy Four countries, including Francois Hollande, Angela Merkel and Vladimir Putin, were the guarantors of Minsk 2.0. It was assumed they would place diplomatic pressure on the Kiev regime to abide by Minsk. Aside from a few words out of the Russian foreign ministery, this has not been done. Angela Merkel, for example, has continued to press the wrong switch, pressuring Putin to abide by Minsk 2.0 when Putin is not responsible for the conflict. Kiev is the principle violator, a fact that should be obvious to all honest European leaders, revealing our suspicion that Merkel, a former physicist, is not stupid, but disingenuous.

The Ukrainian Armed Forces has tried to press into the city limits of Donetsk since Friday. “In the course of the artillery duel Ukrainian forces suffered losses and were rebuffed. Farewell to Arms: Over 10,000 Soldiers Desert Ukrainian Army / Sputnik / June 21, 2015 / Desertion galore: Ukrainian men understand the absurdity of the war their government is waging. More than 10,000 cases of desertion have been registered in the Ukrainian Army since the outbreak of the Donbass war in April 2014, Ukrainian Vesti reported. In 2014 the army suffered heavy desertion and nearly 30 percent of the servicemen called up in the first wave of mobilization (March 17) abandoned their positions, Ukrainian President Petro Poroshenko said. Ukrainian parliament Verkhovna Rada has announced six waves of mobilization so far. By the end of 2014 the strength of Ukrainian Armed Forces grew from 130,000 to 232,000. Ukrainians have been protesting against the mobilization. They travel to work abroad or simply reside at their relatives’ in other countries. Almost 1,3 million Ukrainian draftees live in Russia. Since April 7, 2014 the Kiev authorities have been waging war against Donbass self-defense forces who rejected the legitimacy of the coup-imposed Ukrainian government and declared the independent republics of Donetsk and Lugansk. Official figures estimate the number of victims to near 6,500. But the German intelligence reported of 50,000 victims in February 2015. America’s Oldest Magazine Challenges US Policy in Ukraine. In this surprisingly unbiased and fact-oriented editorial, Alexander Reed Kelly explains why current Western policy toward Ukraine is bound to fail, how it will accelerate the Ukrainian economic crisis and escalate tensions at the risk of World War III. Kelly analyzes the roles of the US and Russia, saying, “[W]hat is the evidence that Putin instigated the conflict? Western leaders claim he fired the first shot, so to speak, when he sent Russian soldiers into the Crimean peninsula after the change of government in Kiev. What they don’t mention is that the United States has been meddling in the affairs of eastern Europe for decades.” Kelly manages to present the Russian point of view on Western aggression, noting, “This interference has taken two forms: The steady expansion of NATO military bases eastward into former allies and members of the Soviet Union (a development that violates a promise made by US President George H.W. Bush to Soviet President Mikhail Gorbachev) and the funding of ‘pro-democracy’ initiatives in former Soviet allies and members like Ukraine, where, since the end of the Cold War, the United States spent $5 billion on efforts to turn the country’s politics in its favor. During the height of the Maidan protests, just before the fall of Yanukovych, top US State Department officials Victoria Nuland and Geoffrey Pyatt were caught on tape deliberating which potential replacement would best serve US interests. Less than two weeks after Ukraine’s old government was driven from power, Nuland and Pyatt’s pick—Arseniy Yatsenyuk—was seated in the prime minister’s chair.” Kelly defends Russia’s position in a further statement: “American officials want the world to believe that Ukrainians are locked in a battle for liberation from Putin, that Russian military activity in east Ukraine is part of a plan to recover Ukraine for the benefit of Russia, and that Europe and the United States are offering Ukrainians freedom, democracy, and a shot at life in a ‘free market.’ They do not add … that the Russians who inherited the collapsed Soviet Union also hoped Russia and the United States would become economic partners.” For full commentary at The Nation, see Ukraine Is In Crisis. Scholars put the true death toll at 25,000 to 50,000 or more, due to failure of Kiev to fully report its militarary casualties, the UAF’s crematoria in the fields, and so forth.
McCain in Kiev Vows US Natural Gas to Ukraine. US Senator John McCain, infamous for bold pronouncements, has promised the United States will be supplying Ukraine with natural gas in two years. “McCain headed the Senate’s delegation to Ukraine, which he visited together with Senator Tom Cotton and Senator John Barras. Patrushev: Main Threats to Russian Security Include Syria, Iraq, Ukraine War. Russian Security Council Secretary Nikolai Patrushev is interviewed by Kammersant’s Helen Chernekno about his vision of the causes of sprawling hotbeds of instability in the world, blaming much of it on American intervention. He discusses as well the Ukraine conflict and the attitude of Russian authorities toward Russian citizens volunteering in Donbass. At one point in this extensive dialogue, Patrushev says, “No less dangerous is … destabilization, … Russia often uses the term ‘color revolution.’ The latest example [is] what is happening in Ukraine. It is clear that [in the] project for the destabilization of the country lies an attempt to create a tool for the radical weakening of Russia. With this purpose in Ukraine, [there were] created the preconditions to maintain a constant tension, the further development of extreme forms of nationalism, [and] sabotage of the Minsk agreements.” This week Ulan-Ude, the capital city of the Republic of Buryatia, Russia, will host an international meeting of representatives in charge of security issues, organized by the Security Council of the Russian Federation. Delegates of some 70 countries are expected to attend. When asked which European countries will be represented, Patrushev declined to answer, saying the United States would attempt to prevent their participation. Right Sector Rejects Minsk, Demands Military Offensive. Ukraine’s ultra-nationalist Right Sector again rejects the Minsk 2.0 Agreements and calls for Kiev regime leader Petro Poroshenko to renew the UAF offensive on Donbass. Right Sector leader Dmitri Yarosh denounced the Minsk Agreements as soon as they were signed, saying that the Minsk deal is contrary to Ukraine’s constitution, so Ukrainian citizens are not obliged to abide by it. Pushilin: Minsk Only Possible if No Washington Meddling. Donetsk People’s Republic envoy to the Minsk Contact Group Denis Pushilin has said today, after the last meeting in Minsk, Belarus, on Tuesday June 16, that progress on the Agreement can only be made if Washington does not interfere. Kravchuk Urges Kiev Commission to Consider DPR/LPR Constitutional Amendments. Former Ukraine president Leonid Kravchuk has suggested to the Ukraine Constitutional Commission that they consider the consitutional amendments which were proposed by the Donetsk and Lugansk People’s Republics on June 8, in accordance with the Minsk 2.0 package of measures. “In response, [Verkhovna Rada Speaker Volodymyr] Groysman said he had not received such proposals,” Kravchuk added. The commission comprises 72 members, including 13 experts of international organizations. Ukraine Customs Officer Returns to LPR. Former head of the Ukrainian Customs Service Oleg Chernousov, originally from Lugansk, has left Ukraine to return to the Lugansk People’s Republic, saying, he doesn’t want to take part, even indirectly, in the so-called “Anti-Terrorist Operation” (ATO) in Donbass. “My decision to return to Lugansk came after I mulled over the activities of the Ukrainian authorities…. Ukrainian military shelled village in Lugansk republic with mortars / TASS / June 18, 2015 / The village of Sokolniki in the self-proclaimed Lugansk People’s Republic’s (LPR) Slavyanoserbsk district was shelled with mortars and small arms by Ukrainian military on Wednesday night, a spokesman for the LPR People’s Militia said. “Ukraine’s Armed Forces have opened fire from the village of Kryakovka using mortars and small arms on the positions of People’s Militia and civilians’ homes,” the local news agency, LuganskInformCentre, quoted him as saying. Earlier, reports were coming that the Ukrainian troops had shelled the LPR residential localities three times, in particular the villages of Sokolniki, Zheltoye and Krasny Liman.
Two Ukraine soldiers charged with killing pro-Russia civilians / PressTV / JUne 17, 2015 / Ukraine has charged two government forces with killing two civilians in the eastern Ukrainian province of Luhansk. According to pro-Kiev officials in the Donetsk prosecutor’s office on Wednesday, the two soldiers were accused of committing premeditated murder, for which they may be sentenced to over seven years in jail and even life in prison. The lawsuit came two days after the victims, a 77-year-old mother and her 45-year-old daughter, were murdered in their own house with machine gun fire over their alleged support for the cause of pro-Russia forces in eastern Ukraine. The cold-blooded crime was carried out in the pro-Russian controlled part of the restive region of Luhansk. “It has been established that the servicemen entered the house of the victims, whom they suspected of separatist sympathies, and killed them with machine gun fire,” read the statement issued by the Donetsk regional prosecutor’s office. The identities of the soldiers have not been revealed so far, but reports said they were both in their 20s. The Kiev government has come under fire by international rights groups over its adoption of intimidation tactics such as torture against pro-Russia forces during the deadly conflict in the east of the country. The conflict erupted in eastern Ukraine after people in the Black Sea peninsula of Crimea voted for reunification with Russia in March 2014. The situation exacerbated after Kiev dispatched troops to the eastern Ukrainian regions of Luhansk and Donetsk in April 2014 in an attempt to quell pro-Russians there. The crisis has so far claimed the lives of at least 6,500 people and has left over a million displaced, the United Nations says. Quemado Institute comments: we have been informed by an intelligent source that the number of UN reported dead was 6,400 as of fall 2014, but that the UN has quit keeping track. Due to the Ukrainian Army practice of leaving their dead in the fields and using crematoriums, the number is possibly as high as 24,000. Kanygin Deported to Russia. Russian journalist Pavel Kanygin, who had been reporting from Donetsk, was detained on June 16 by DPR authorities on suspicions he was secretly working for a Ukrainian news outlet. Korchinsky: Make Donbass Uninhabitable, Concentration camps For Russians. Dmitry Korchinsky, founder and former leader of the UNA-UNSO (Ukrainian National Assembly – Ukrainian National Self-defense) has said “If Ukraine is unable to regain the lost territory by military means, then it must create uninhabitable conditions” in Donbass. The corresponding statement was made by the Minister of Foreign Affairs of Donetsk People’s Republic, Alexander Kofman. He said that the Foreign Ministry of Donetsk in the event of Ukrainian aggression against Transnistria will react with diplomatic means, however, in the case of escalation Kiev should expect the reaction of the Ministry of Defense of DPR. “There are our brothers, and in the event of an attack on them, we will have to help them. Rally in Donetsk Downtown — People Demand Protection From Ukrainian Army / mediapulse.ru / June 15. 2015 / A rally is going on right now in Donetsk downtown, most of the participants are the residents of the constantly shelled Oktyabrskiy settlement. It has been reported that the protesters have cordoned off Artyoma street (on of the central street in Donetsk downtown). “There are different demands: some ask to start onset, the other ask to stop shelling in any possible way,” commented Andery Borodulin, the journalist witnessing the rally. Some people passing by ask the protesters to let the cars pass, the answer is “Let us live without everyday shellings!” There are about 200 protesters rights now, so far there were no conflicts and clashes. Andery Borodulin tells about Oktyabrskiy settlement in his Twitter account: 10 wounded there over the last 24 hours, at least 2 dead over the last week. People have been living like this since summer 2014. Oktyabrskiy settlement is in the North-West of the city, in Kuybishvskiy district, this part of the city and the outskirts suffer from artillery strikes daily.

The last document, signed on February 12, which specified in addition to the cease-fire the withdrawal of heavy weapons and the establishment of a security zone, obliges the Ukrainian authorities to conduct a direct dialogue with the representatives of the DPR and LPR [Lugansk People’s Repbulic], in particular on the issue of local elections in the region, making changes to the Constitution of Ukraine, involving decentralization of power, as well as on legislative consolidation of the special status “of individual regions of Donetsk and Lugansk Oblasts.”
The situation worsens in Donbass: On June 3 near Maryinka there were serious fights, of which 34 people became victims, according to the UN. [Ukraine] Security officials have accused the [Donbass] militias in the offensive, the same statement called “speculation” in Kiev. Our conflict is not an internal Ukrainian one, it is fully in line with what is happening in Syria, Yemen, the uprising in Macedonia,… and could lead to very tragic consequences and, as a result, things can escalate in a matter of hours,” said Pushilin. British Foreign Secretary Philip Hammond has put forth the possibility of the UK placing American nuclear weapons on its soil to counteract the “Russian threat”. US War Party Seeks to Kill Minsk 2.0. American weekly The Nation reported that US Hawks are seeking to destroy the Minsk 2.0 peace process. The war party is “ginning up the anti-Russian hysteria in both Kiev and Washington” in pursuit of this goal, the Nation explained. “Another goal is to force the European Union to extend the anti-Russian sanctions, imposed under the false pretext (albeit very popular in the West) that Moscow is involved in the Ukrainian civil war,” reports Sputnik. Poroshenko Promises Constitutional Amendments. Kiev regime leader Petro Poroshenko, in a speech in Mariupol on Thursday, said that amendments to the Ukraine Constitution should be voted on by the Verkhovna Rada in a few weeks. “People should be able to exercise a lion’s share of their powers in their native cities,” vowed Poroshenko. “But, the questions of foreign policy, defense, the state’s integrity and the status of a unitary state will also be the key elements of our constitution.” For TASS report see Ukrainian parliament to adopt constitutional amendments in weeks to come — Poroshenko (June 11). Editor’s note: Poroshenko’s vow need not be taken too seriously. In fact, according to the Minsk 2.0 agreements, the Verkhovna Rada (Ukraine parliament) does not have the authority to determine the final amendments. The amendments in their finished form must be approved by the DPR/LPR Minsk Contact Group representatives, who have indicated they will accept nothing less than de facto independence. The amendments proposed by the Verkhovna Rada will carry no more weight that those proposed by the DPR/LPR on June 8. Minsk 2.0, it should be noted, confers no authority on Kiev that it does not also confer on the DPR/LPR. Control is the hands of the Donetsk and Lugansk People’s Republics.
Intensive Ukrainian Shelling in Donetsk. The Kiyevskiy and Kuybyshevskiy districts of Donetsk have been subject to intensive shelling by the Ukrainian Armed Forces (UAF) in the last 24 hours, damaging a kindergarten, a hospital, residential buildings and power lines. Ron Paul: Soros Urges US to Weaponize Ukraine. Petro Poroshenko’s close friend, billionaire George Soros, says in an email to the Kiev regime leader, “‘the US should provide Ukraine ‘with same level of sophistication in defense weapons to match the level of opposing force.’ In other words,” Ron Paul comments in his weekly column, “despite the February ceasefire, Soros is pushing behind the scenes to make sure Ukraine receives top-of-the-line lethal weapons from the United States. Swiss Corruption Investigators Predict Unacceptable Future for Ukraine. Strategic Culture Foundation columnist Alexander Donetsky quotes experts from the Global Studies Institute of the University of Geneva from their 185-page document on prospects for the future of Ukraine. “We believe that future cannot be acceptable for Ukraine. Even if the country shall split in two different countries, the situation and challenges will remain the same: how to ensure a viable prosperity framework for the populations,” the Swiss report concludes. Editor’s note: It is significant the Swiss investigators consider the breaking of Ukraine into two countries a viable scenario. We certainly agree, and optimistically predict the independent DPR/LPR will provide “a viable prosperity for the population,” even if Kiev fails to do so.
G7 Accuses Russia. In this substantial analysis by political commentator Finian Cunningham, the roles of the G7 leaders in blaming Russian President Vladimir Putin for circumstances in Ukraine beyond his control are examined in detail. “The United States and its Western allies are trying to ensnare Russia in an audacious disinformation trap over the Ukraine conflict,” notes Cunningham. “That trap involves imposing an insoluble conundrum on Vladimir Putin’s government.” He adds, “But how can Russia implement a peace deal in Ukraine if the Western-backed Kiev regime is the one that is the aggressor, not Russia? Quemado Institute comments: We agree and have maintained consistently that Russia has no regular troops in Ukraine. There are rumors that Igor Strelkov, former Novorssiya volunteer commander who had actually never fought in the Russian armed forces and has become something of a loose cannon plagued with the sour grapes affliction of a has-been, recently said, “Anyone who believes Russia is not involved in Ukraine is an idiot.” We have no proof he made this statement, but if true, Strelkov is either calling his hero Putin an idiot or a liar. Strelkov apparently makes a pretense of knowing what goes on in Russian government inner circles. However, when he famously led the defensive battles in Slavyansk, 2014, he did not even know that Russian forces were never coming. Expecting their arrival any day, he overextended his position, and was forced to retreat from Slavyansk when the truth became evident. Given this gross miscalculation, how much can Strelkov really know about Putin’s intentions?
Shell Oil Exits Donbass. Royal Dutch Shell has announced it will abandon it plans for fracking operations in the Kharkov and Donetsk regions. In December 2014, Chevron also withdrew. Political Prisoner Sokolov May Face 15 Years. Andrei Sokolov has been jailed by the Ukraine Security Service (SBU) in Zaporozhye (Volnyansk) for “promoting the terrorist organization Donetsk People’s Republic.” His court hearing is to take place on June 19. According to author Victor Shapinov, Sokolov “faces 8 to 15 years in prison for volunteer work in Donetsk in December 2014. He is accused by the Security Service of Ukraine of providing information to assist the Defense Ministry of the DNR (advice on production issues at the Topaz plant in Donetsk). With the Minsk Agreements as fragile as they are, Dontesk People’s Republic Prime Minister Alexander Zakharchenko is thinking beyond this measure of peaceful reconciliation to a scenario of independence for the DPR. “The future of the DPR for me personally is a free independent state that can talk as an equal with Ukraine,” states Zakharchenko in his exclusive commentary to LifeNews agency. Pushilin: Kiev’s Rule Akin to Suicide. Poroshenko and Zhebrivskyi Inspect Fortifications Near Mariupol / en.censor.net.ua / edited by Quemado Institute / June 11, 2015 / President of Ukraine Petro Poroshenko has arrived in Mariupol. He is accompanied by the incumbent head of the Donetsk Regional State Administration Oleksandr Kikhtenko and [recently appointed] future Governor of the Donetsk region Pavlo Zhebrivskyi. The itinerary of Poroshenko’s travel has not been disclosed. Activities are scheduled to be held at several strongpoints.
It is known that the president has already inspected a fortification structure, the strong point #3, Censor.NET reports citing Mariupol news outlet 0629. The motorcade of the president of Ukraine is moving without a stop so the city traffic lights are not working. “The president inspects the fortifications near Mariupol,” president’s spokesman Sviatoslav Tseholko wrote on Twitter. Quemado Institute comments: The Governer of the Kiev-held part of the Donetsk Oblast Oleksandr Kikhtenko has been dismissed, with Pavlo Zhebrivskyi appointed as his replacement. Reports were that Kikhtenko was not adequately meeting Poroshenko’s goals in the area. Twitter source Victoria sheds some light on this, tweeting at 15:00 UTC June 11: “Pavlo Zhebrivskyi, new head of Donetsk region, fought in Debaltsevo (commander of intelligence), former MP of Ukraine.” One can infer that Zhebrivskyi will act as more of a “yes man” to the authoritarian leader of the Kiev regime.
Poroshenko Decries Fortifications. While visiting so-called strongpoints in Mariupol Thursday June 11, post-coup Ukraine “president” Petro Poroshenko said that fortifications to be built on the contact line must be ready by mid-July. He informed a news conference on June 5 that he was dissatisfied with the state of fortifications in the Kiev-held part of the Donetsk region, which is the area of responsibility of Alexander Kikhtenko, the recently dismissed Governor. “He will be held accountable for it,” Poroshenko added ominously. The fortifications will comprise “about 1,500 kilometers of trenches and connecting trenches; more than 8,000 dug-in emplacements for military hardware and more than 4,000 trench shelters; and the creation of a 60-kilometer [barrier] of non-explosive entanglements.” See TASS report Poroshenko orders to complete fortifications on disengagement line in Donbas by mid-July (June 11). Now they have nothing to fear, they do not care. All world community, all this blah-blah, all these peace talks. What is needed is concrete action. While the Nazis don’t stop, nothing good is expected. Yevtushenko: Why aren’t they afraid of? Motorola: Because no retaliatory action against them from the world community does not arrive. The second meeting of Pope Francis and Russian President Vladimir Putin was held on Wednesday, June 10, at the Vatican. “The private encounter lasted 50 minutes … Although the two looked at each other once they sat down in the meeting room, they remained silent until the door was closed. Pope Francis was described as being ‘very serious’ from the moment the two greeted each other, although he began to warm up a bit during the group photo.” Putin gave the Pope a golden embroidery of the church of San Salvatore, while Pope Francis gave the president a large medal of the Angel of Peace crafted by artist Guido Veroi as well as a copy of his apostolic exhortation Evangelii Gaudium. West Misrepresents War in Donbass. Political analyst Eric Draitser hits the mark in this trenchant commmentary about the false portrayal by the Western media of the war in Donbass. “Although the Ukrainian military and Nazi paramilitary units have been targeting civilians – a flagrant war crime by any measure – there is a near total media blackout in the West. Meanwhile, the United States continues to argue that the ‘overwhelming majority of ceasefire violations’ are as a result of anti-Kiev rebel activity, despite providing no evidence to substantiate these utterly false claims,” notes Draitser. “Of course, one should be careful to draw too many conclusions from the incomplete OSCE data as the scope is limited, and the SMM has been reticent to assign blame or responsibility to Kiev’s forces, even in instances where their aggression is blatant,” he adds. Transdnistria Update from Colonel Cassad. General Kunchukov gives an overview of developments in Transdnistria shaped by the United States, Moldova and Ukraine. “Their real goals and objectives are obvious, that is to use blockade and aggression against Transdnistria in order to provoke a response from Russia against Ukraine while at the same time pushing Russia to act; to continue to tear Russia apart from within and without by ratcheting up sanctions, seizing foreign-based assets, stirring internal dissent, destabilizing Russia’s borderlands, and inciting Europe and NATO towards a military confrontation with Russia,” notes Kunchukov. Kolesnikov Slams Kiev Officials. Kiev to Council of Europe: Russia Occupies Donbass. Foreign Minister of Ukraine Pavlo Klimkin has issued a letter of appeal to the Council of Europe stating that the Donetsk and Lugansk regions are “occupied by Russia”, thus falsely blaming the Russian Federation for human rights abuses in Ukraine’s Anti-Terrorist Operation. “The Russian Federation, which in fact occupied separate territories of the Donetsk and Lugansk Regions and carries out management of them, bears full responsibility for the provision and protection of human rights in these territories in accordance with the international humanitarian legislation and internationally established human rights,” the Appeal says. OSCE Official Report: Donetsk Railway Shelled from North. The OSCE Special Monitoring Mission official report for Tuesday June 9 describes observations of explosions and crater analysis at the Donetsk Central Railway Station. “From this location, the SMM heard 129 and saw an additional 202 explosions caused by artillery (122mm), mortar (120mm), and anti-aircraft gun (SU, 32-23mm) fire, at a distance of between 3-7 kilometres, originating from areas to the north, north-east, north-west, north-north-west, and north-north-east…. The SMM conducted crater analysis in the area of the railway station. Kiev Prepares Military Assault. Russian Ambassador to the Organization for Security and Cooperation in Europe (OSCE) Andrey Kelin told TASS on Tuesday that the Ukrainian Armed Forces have pulled a brigade to contact line, a demilitarized region forbidden by the Minsk Agreements, and that there is risk that military actions will be resumed. “It is obvious that Ukrainian heavy equipment disappears from storehouses and ends up deployed along the disengagement line,” Kelin added. OSCE’s Heidi Tagliavini Resigns. Blaze Approaches Kiev Military Warehouse. Oleksandr Turchynov, secretary of the National Security and Defense Council of Ukraine, has reported that the fire which engulfed a fuel depot in Kiev now threatens a munitions warehouse. Kiev-Placed Mine Kills Seven Ukraine Troops. On Monday, June 8, near Krasnogorivka, a Ukrainian Army truck hit a landmine, killing seven UAF personnel. This information comes from a biased pro-Kiev source via Chicago Magazine’s facebook page under the title Seven Ukraine troops die in mine blast, endangering truce (June 9). The report hints that the Novorossiya Armed Forces planted landmines in the area. However, last December, Kiev news outlets published with fanfare notices that the UAF had planted mines along the entire border with the Donetsk and Lugansk Republics, in order to warn the population of Donbass not to attempt to by-pass Ukrainian border checkpoints. This incident follows of series of similar deaths caused by UAF-planted mines, including that of the captain of the Ukraine Border Control vessel that sank off Mariupol on Sunday (see articles below).
Donetsk Boasts Czech-Slovak Volunteer Fighting Unit. Eight volunteers from Slovakia and the Czech Republic have come to Donetsk to form their own fighting squad. During an interview, they were asked about living conditions and weaponry. “About the quality of the living conditions faced by his unit, the fighter noted that they are good, their present barracks having water, heating, and normal beds, and their soldier’s wages averaging 8,000 Ukrainian hryvnia (equivalent to about $375 US). As for weapons, the fighter noted that they were ‘the same that the countries of the Warsaw Pact used to have. We are using trophy automatic rifles, sometimes taken from [captured] warehouses. Acting Kiev regime “prime minister” Arseney Yatsenyuk, in an article he prepared for the Washington Post, yet again pledges to take back Crimea along with the Donbass region. According to Yatsenyuk, his country “is fighting a war on two fronts: the one you see on television is taking place in the east of our country.” The second one, he claims, is “less visible, but just as important. Pavel Gubarev Arrested for Shooting Sniper Rifle in Donetsk / LifeNews / Edited autotranslation by Quemado Institute / June 8, 2015 / According to information from the environment of the former governor of People’s Donbass, about 15 people were detained along with him. / In Donetsk, from an empty office building SkyCity, unknown people opened fire, presumably one of the military units of the DPR army. In 2014 Pavel Gubarev was one of the leaders of the militia of Donbass. At a rally in support of the referendum in Donetsk, he received the status of the national governor of the Donetsk region, and later initiated the establishment of the Federation of New Russia. A few days later, on March 6 Gubarev was detained by the SBU [Ukrainian Security Service] in his apartment in Donetsk. The Governor of the People was accused of actions aimed at forcible change or overthrow of the constitutional order or the seizure of state power, as well as an infringement on the territorial integrity of Ukraine. During his imprisonment Gubarev repeatedly went on hunger strikes. With the demand for his release outside the administration building of the Donetsk region after a few meetings. May 7 Pavel Gubarev, Deputy Mayor of the national Slavyansk Igor Perepechaenko were exchanged at a checkpoint in Slavyansk for the three officers of “Alpha” – Lieutenant Colonel Rostislav Kiyashko, Major Sergei Potemski and Captain Eugene Varinskogo. Security officials detained in Gorlovka on April 27 where they were abandoned for intelligence operations and capture the leader Igor Bezlera defense. 15 Civilians Killed in Ukrainian June 3 Marinka Offensive. The Red Star Over Donbass blogsite offers a detailed account of the battle at Marinka last week, reporting: “In the course of [June 3] fighting and shelling of Marinka and suburban areas of Donetsk, 15 to 20 civilians were killed and dozens injured,” military analyst Colonel Cassad reported on his blog. “Overall, this is the bloodiest day of the war since the end of the battle of Debaltsevo, when the Ukrainian Army suffered huge losses trying to escape.” Donetsk Deputy Defense Minister Eduard Basurin reported that 20 militia were killed and 100 wounded.
