Zakharchenko: Novorossiya Will Be Created Very Soon, A Graham Phillips Video. British journalist Graham Phillips interviews Donetsk People’s Republic Prime Minister Alexander Zakharchenko about the existence of Novorossiya. A rough transcript summarized from the subtitles is as follows: “Graham Phillips: We read a lot of news about Novorossiya. Strelkov especially speaks about Novorossiya. What about the relationship between the DPR and Novorossiya? Alexander Zakharchenko: You can see what my opinion is. Novorossiya is a union of the Republics of Donetsk and Lugansk, and maybe some other republics. It is possible to create Novorossiya on the territory of these republics. But it must be created, it will be created. Now, unfortunately, Novorossiya is not yet in existence. There are the Donetsk and Lugansk Republics. They are the two cornerstones of the foundation of Novorossiya, which will be created for sure. And we will be trailblazers, the first to live in the great Novorossiya, in which we all of course believe. This is my personal opinion…. We discussed with Borodai the establishment of Novorossiya when he was here. I know his vision, and I even share some of his views. I believe in Novorossiya. I believe that it will be. I even know that it will most likely be created very soon. Our opponents and enemies don’t expect how soon it with will happen. However, it will happen. We will see it very soon.” See Graham Phillips video Off Guardian video at “Novorossiya will be created soon” — Zakharchenko (June 30).

The attack was inflicted on the mines. Also under fire were residential areas. “The shelling is very tight. There is destruction of the residential sector. Mine 6-7 and 19-20 were struck by cannon artillery. Also under fire is the village and district of Kurganka Mercury [sic]. Data on victims clarified [sic],” the representative of the DPR Republican Guard told Interfax from the scene. The situation worsened in the Donets Basin in the early summer: June 3, near Marinka there were serious battles, of which 34 people became victims, according to the UN. The militia reported that Ukrainian security officials continue to pull heavy artillery and multiple launch rocket systems to the contact line, and the intensity of the attacks is growing. Oktyabrsky suffered serious fire on 27 June. As a result, a fire started in the village.

UAF Tanks Redeployed In Maryinka. Pushilin: Ukraine Constitutional Reform Must Meet Late 2015 Deadline. Donetsk People’s Republic contact group envoy Denis Pushilin has stressed that the deadline for constitutional reform mandated by the Minsk 2.0 Agreements must be met, and that DPR and LPR representatives must be involved and give their consent. Kiev is clearly failing to meet these conditions. See TASS report Donetsk republic’s envoy reminds Kiev about constitutional reform deadline (June 29).

Plotnitsky: Kiev Downplays Its Forbidden Volunteer Battalions. In response to Kiev regime leader Petro Poroshenko’s statement that Ukrainian forces in Donbass number 60,000, the Lugansk People’s Republic Prime Minister Igor Plotnitsky has said the true number is 75,000. Apparently Poroshenko has been playing down the existence of “volunteer” battalions, including Pravy Sektor troops and foreign mercenaries, as these units are forbidden by the Minsk 2.0 Agreements. Kiev Neo-Nazi Battalions Still Active in Ukraine. The Swiss newspaper Le Temps has reported that Kiev continues to rely on neo-Nazi battalions such as Dnepr-1 and Azov. “‘The government can criticize us as much as it wants to, but it needs the Dnepr-1 and the Right Sector…. The Ukrainian army cannot defend the country alone,’ said Konstantin, one of the militants fighting in Donbass, as cited by Le Temps.” The Swiss report continues, “The integration of extreme right-wing groups and the Ukrainian Army is going full speed. The Right Sector supports the army, while the Azov battalion receives its orders directly from the Ministry of Defense. All nationalist groups receive orders from the headquarters in Kramatorsk…. The nationalists plan on organizing a rally in Kiev on July 3, demanding the Ukrainian government to resume offensive in Donbass disregarding the Minsk agreements.” For full Sputnik report see Kiev Using Various Neo-Nazi Groups to Wage War in Donbass – Swiss Media (June 27).

Ukraine Media Says Kiev Draft Amendments Violate Minsk 2.0. / Kiev draft amendments to the constitution do not solve the problem of Donbass and violate “Minsk-2” – the Ukrainian media / Donetsk News Agency / Edited autotranslation by Quemado Institute / June 29, 2015 / Donetsk / The draft amendments to the Constitution of Ukraine do not really solve the problem of Donbass, the Ukrainian publication “Comments” wrote today. As noted at the last meeting of the working group for preparation of amendments, this opinion was expressed, in particular, by a member of the commission, the first president of Ukraine Leonid Kravchuk. However, the chairman, Speaker of Parliament Vladimir Groisman, ignored it. “Meanwhile, comments from members of the Constitutional Commission are logical, because after the UN Security Council reviewed the Minsk Agreements, they have become the norm of international law and are binding on all UN member states,” emphasizes the publication.

In the present draft, however, there are no changes to the Constitution provided for in the Minsk Agreement that govern the right to self-determination, language, participation of local governments in the appointment of heads of prosecutors’ offices and courts in the Donbass, as well as the right to form militia groups by the decision of local councils. Also not provided is the fulfillment of the obligations of the ban on early termination of powers of deputies of local councils and officers elected at regional early elections. Including the transitional provisions, these features are determined by the law on the special order of the local government. “It is insufficient, since the content of the law can be changed by a simple majority in parliament.” The availability of these standards in the text of the Constitution is a direct requirement of paragraph 11 of the Minsk Agreement. Therefore, the proposed draft amendments to the Constitution “endangers not only the performance of the Minsk Agreement, but also the peaceful settlement of the situation in Donbass,” the newspaper notes.

OSCE Urged to Check Radiation from Donetsk Factory. Following the June 16 explosion at the Donetsk chemical factory where nuclear waste is also stored, Kiev has expressed alarm about possible high radiation levels in Donetsk, urging the OSCE to monitor the site. See Sputnik report High Alert: Ukraine Asks OSCE to Check Radiation Levels Over Donetsk (June 29). Quemado Institute comments: to our knowledge, there have been at least two explosions at this factory, one in February and one in June. Other sources have claimed the explosions were caused by Ukrainian shelling of explosives in storage. We also saw a report last week that Donetsk authorities have checked the site and no elevated radiation was detected. We suspect Kiev’s alarm is exaggerated for public relations purposes. Other observers also suspect that the Ukrainian army is deliberately attacking this chemical factory in order to release radiation on Donetsk. We regret Sputnik does not include sufficient detail to clarify these questions.

Novorossiya Media Outlets: The Story Behind the Information Race? DW’s Kitty Logan offers a behind-the-scenes description of pro-Novorossiya news outlets located in the city of Donetsk, claiming they are winning the information battle. In particular, she talks about Novorossia Today, a prominent news agency now with a staff of 50. For full DW commentary, see Donetsk rebels get their message across (June 26). Editor’s note: For clarification, there exist two separate news outlets: “Novorossia Today” and “Novorossiya Today”. The former, we assume, is the one located in Donetsk, a news source we rely on. The latter harbors a discernible Western bias and we rarely refer to it. Author Kitty Logan uses the spelling “Novorossia Today”, however a photo caption in the article, apparently in error, spells it “Novorossiya Today”. Quemado Institute comments: Logan refers to Donetsk citizens as “rebels”, so we do not know how biased this article is. What Donetsk still needs is a city news outlet, with a name such as “The Donetsk Herald” for example, that handles world, national and local news on the commercial scale of the Kyiv Post, something most big cities have. Yet Kitty Logan, neglecting to mention the Kyiv Post, alleges that Ukraine is behind Donetsk in the information war. Nothing could be further from the truth. Western media get their Donbass information almost entirely from Kiev. Ukraine is winning the information war hands down.

Platzeck at Karlsruhe Forum: Failed Russian Sanctions Must Be Revised / Russkaya Vesna / Edited autotranslation by Quemado Institute / June 29, 2015 / The effect of EU sanctions against Russia has had the opposite impact and is not what was expected by the European Community; they must be adjusted or canceled, the head of the German-Russian Forum Matthias Platzeck said Monday at a press conference. The German-Russian Forum is the setting of the 13th German-Russian conference of twin cities, which is taking place on Monday in Karlsruhe. “The results of the sanctions were not the ones we expected. They were exactly the opposite,” said Platzeck. According to him, the sanctions have not only failed to end the conflict in Ukraine, but also have not stepped up the pressure on the Russian leadership on the part of the population. Platzeck presented the results of opinion polls, according to which 89 percent of the population support the Russian president, Vladimir Putin. “We got the opposite result in the development of these sanctions. This means that these measures should be amended or repealed,” concluded Platzeck. These sanctions are not only a drag on the economy of Russia, Germany and all of Europe, they can transfer some of the surplus to third countries, particularly the US and China, who come to the Russian market, taking advantage of the weakening of European trade, said Platzeck.

Global Research: Truth is Crime. A revealing commentary by two preeminent analysts Paul Craig Roberts and Stephen Lendman underscores the difficulties faced by any news platform attempting to publish truth. “The Western presstitutes have succeeded in creating a false reality for insouciant Americans and also for much of the European Union population,” says Roberts. “A sizable percentage of these insouciant peoples believe that Russia invaded Ukranine and that Russia is threatening to invade the Baltic States and Poland. This belief exists despite all intelligence of all Western governments reporting that there is no sign of any Russian forces that would be required for invasion. The ‘Russian invasion,’ like ‘Saddam Hussein’s weapons of mass destruction and al Qaeda connections,’ like ‘Assad of Syria’s use of chemical weapons against his own people,’ like ‘Iranian nukes,’ never existed but nevertheless became the reality in the Western media. The insouciant Western peoples believe in non-existent occurrencies.” For full Global Research commentary see Truth is a Crime Against The State (June 28) by Paul Craig Roberts and Stephen Lendman.

slavjun29sGlobal Research: Radio Frequency Climate Manipulation Amounts To Weather Warfare / by Dane Wigington / June 29, 2015 / Global Research / Climate engineering is a completely runaway juggernaut of total insanity. The planet’s climate system is unraveling by the day as the geoengineers try frantically to control it with ever more desperate and destructive measures (which were a primary cause of the climate disintegration in the first place). As the photograph below clearly shows, powerful radio frequency transmissions have a profound effect on clouds that have been aerosolized by the jet aircraft spraying of toxic electrically conductive heavy metals. RF transmissions over the Prince Edward Islands can be seen in the image below. [Image shown at source.] Massive Aerosol operations off the west coast of the North American continent, such heavy spraying is used in conjunction with RF transmissions. Bizarre cloud configurations commonly occur due to the radio frequency bombardment of the atmosphere for climate modification purposes. The following image is from the Eastern Pacific, June 26, 2015. The 90 degree angle cut out of the aerosolized cloud cover is a signature of RF influence. [Images shown at source.] After over 65 years of climate “intervention”, very real damage has been done to the Earth’s life support systems (along with countless other forms of anthropogenic destruction to the biosphere). The climate engineers are now appear to be attempting to use the very same intervention methods which caused the damage in the first place, to mitigate the harm already done. There is no sanity in this equation. The visible RF influence in the noctilucent cloud image below indicates probable evidence of project “LUCY” and project “ALAMO” at work. The ongoing radio frequency saturation in our atmosphere is extremely harmful to living organisms, including us. The 2 minute video below is an excellent capture of RF manipulation on weather systems, it is shocking and well worth the time to view. [Video shown at source.] Quemado Institute comments: Though unrelated to the Donbass conflict, we have posted the full Global Research article above. US and NATO geoengineering, popularly known by the “C-word” (chemtrails), is one of the most egregious examples of nightmarish insanity and world destruction on the part of the US government, and deserves mention in this context. We are glad a news outlet of the stature of Global Research has broken the information barrier and published this revealing article. The “toxic electrically conductive heavy metals” jet aircraft are spraying into our atomosphere, which are known to include aluminum, barium and strontium,, are believed by some to be coal ash, having the same elemental spectrum. Such aerosols are thought to cause drought, and are likely to blame for the massive fires that have destroyed the mountain forests of the southwest United States. Ukraine should be wary of joining NATO, as the US will fill their skies with toxic aerosols.

Pushilin: Ukraine Constitutional Reform Works Without Donbass Representatives. Donetsk People’s Republic Contact Group Envoy Denis Pushilin said on Sunday that the Ukraine Constitutional Commission was still working without any representatives of the Donetsk and Lugansk Republics, in violation of the Minsk 2.0 Agreements signed on February 12. “Minsk-2 provides for a constitutional reform agreed with us. And our proposals include the right to appoint and control the activities of local authorities, courts, prosecution agencies and people’s militia by the government of the Donetsk People’s Republic, but not by Kiev,” the Donetsk News Agency quoted Pushilin as saying. The TASS report continues: “On Friday, the constitutional commission approved a framework text of decentralization-related amendments to the constitution. Poroshenko said that ‘Donbass representatives have taken part in drafting these constitutional changes.'” For full report see Local authorities in Donbass should be controlled by DPR government — DPR representative (June 28). Editor’s note: It is clear to us that Poroshenko’s statement is an outright fabrication meant to convince his Western backers that he and his regime are complying with Minsk 2.0. Both Donetsk and Lugansk People’s Republics Prime Ministers Alexander Zakharchenko and Igor Plotnitsky have stated that the Kiev regime is lying about compliance with Minsk 2.0. “What Ukraine is now offering is fake, switching imitation of settlement for actual dialog,” notes Plotnitsky. “We will never agree with these decisions. We consider that Ukraine is deliberately ripping up the Minsk process. The blame for this falls entirely on Ukraine and its western sponsors.” See Fort Russ commentary Lugansk and Donetsk accuse Kiev of ripping up Minsk II (June 28), translated by Tom Winter.

Anti-Russian Sanctions May Cut 160,000 German Jobs. According to German expert Eckhard Cordes, the President of the Committee on Eastern European Economic Relations, 160,000 jobs may be eliminated in Germany due to reduced trade with Russia, a picture much worse than anticipated. The German expert doubts that Brussels has chosen a right strategy with respect to Moscow, adding that “in 2015 Russia may drop to position 15 in the list of importers of German products, falling behind such countries as the Czech Republic and Sweden. German companies are paying the highest price in the European Union for the sanction policy against Russia.” For full story see Voice of Sevastopol report Expert: Shrinkage of Germany-Russia trade fraught with reduction of up to 160,000 jobs (June 26).

Situation Report: No Retreat in Shirokino, UAF Uses Javelins / Truth about situation in Ukraine / June 27, 2015 / Sitrep from militiaman Aleksandr Zhuchkovskiy, June 27, 2015. Today Shirokino is widely discussed, and people are asking whether our forces had surrendered the settlement. No, they did not. In fact, they pretended to have surrendered it. The course of the events was the following. In the morning of June 26 Ukrainian by force of up to two units with the support of artillery attacked the positions of the 9th regiment of NAF. Our troopers imitated the retreat and gave a chance to our artillery to target the referenced marks. as a result the UAF suffered losses up to 15 KIA and about 20 WIA. At the moment the sides occupy the same positions in Shirokino as before. Our units had battered the enemy significantly, but made no breakthrough on this part of the front line, and the position fighting of medium intensity are still underway. The same is right about other parts of the front line. In accordance with the reconnaissance teams data it is the units of the Right Sector and foreign mercenaries that assault Shirokino. UAF units are mainly stationed on their positions in fortified areas and carry out artillery support. Use of American anti-tank missiles Javelin had been repeatedly registered here. Their delivery is characterized by non-taped missile launch and soft humming of the power jet. Foreign mercenaries use such tricks when they attack from behind buildings: they have safety lines round their bodies, and when they get hit, their fellow troopers pull them back to shelter. They never leave the dead and wounded in the battlefield (that is, they do everything possible to avoid it), and artillery covers their evacuation.

Pushilin Reminds Poroshenko Minsk Representatives of Donbass Can Only Be the Heads of the DPR and LPR. / Donetsk News Agency / Edited autotranslation by Quemado Insitute / June 27, 2015 / Kiev cannot choose at its discretion representatives of Donbass for approval of amendments to the Constitution of Ukraine. This the head of the DPR delegation to the Minsk peace talks, Deputy Chairman of the People’s Council Denis Pushilin, reminded the authorities of the country today. “Poroshenko [Kiev regime leader Petro Poroshenko – QI] is trying to mislead the people of Ukraine and the international community, arguing that his proposed amendments to the Constitution of Ukraine were agreed to by the representatives of individual regions of the Donetsk and Lugansk Oblasts,” said the DPR representative in a statement received by DAN. He pointed out that “the representatives of certain areas” is not just a word, and the term [is crucial to] the conceptual apparatus of the Minsk documents. “We are not talking about any representatives who Kiev appoints. The term is fixed in the Minsk memorandum dated September 19, 2014. According to this document, “the representatives of individual regions of Donetsk and Lugansk regions,” are, respectively, Alexander Zakharchenko and Igor Plotnitsky [Prime Ministers of the DPR/LPR – QI], who have signed this memorandum in Minsk,” said Pushilin. He recalled that the document was signed by the OSCE Representative, Heidi Tagliavini, Poroshenko representative Leonid Kuchma and Russian Ambassador Mikhail Zurabov. Thus, all parties to the negotiations have officially recognized the representatives of Donbass are the Head of the DPR and the Head of the LPR. “Without their written consent, the amendments to the Constitution of Ukraine cannot be considered a fulfillment of the Minsk obligations Minsk by Kiev,” summed up Pushilin. We add that at the heart of a peaceful solution to the conflict in Donbass lies the Minsk agreement of the Contact Group [signed] on 20 September 2014 and 12 February 2015. During the first round the group had agreed on a peace plan and a cease-fire agreement, in the second, had adopted a memorandum on the implementation of the ceasefire. On February 12 a package of measures was signed to implement the agreements in Minsk. It involves an immediate and comprehensive ceasefire in Donbass starting 15 February, the withdrawal of heavy weapons, the establishment of a security zone, discussion of modalities of resuming payment of benefits and pensions to DPR and LPR residents, as well as the constitutional reform in Ukraine, the result of which should be a profound decentralization of public administration.

Alexander Zakharchenko

Alexander Zakharchenko

Zakharchenko: Poroshenko Lies About Minsk Agreement Compliance / Truth about situation in Ukraine / Donetsk News Agency / June 26, 2015 / Poroshenko’s statement in regard to the implementation by Ukraine of the Minsk Agreement is another lie – Zakharchenko. Ukrainian authorities did not comply with any of the commitments in regard to the special order of local government in Donbass, the DPR Head Aleksandr Zakharchenko claimed today. “Kiev failed to comply with any of the commitments it undertook in Minsk in regard to the ceasefire regime as well as in regard to the local government in Donbass, and relevant Poroshenko’s statements are nothing but the next lie,” the Head of state stressed. “If regularizing in the constitution of the Law on Special Status adopted as early as in March is concerned, it would have to become only the first step on the way to the conflict settlement, and not the final one,” Zakharchenko added. “Poroshenko’s claims that that was his way of implementing the Minsk Agreement is an abortive attempt to conceal the blunt violation of this Agreement. Moreover, these alleged amendments and legislative initiatives were not agreed upon by our side.” According to the DPR Head, “All that Kiev does – it is trying to refute the results of the legally held referendums and elections of state bodies, which had determined the truly representative of the people composition of the DPR and LPR authorities,” Zakharchenko concluded. A day before Poroshenko claimed in a TV interview that Kiev had complied with all the provisions of the Minsk Agreement in regard to the special order of local government in Donbass. On June 25 the DPR and LPR submitted to Kiev the package of their suggestions in regard to this issue: the Draft Amendments to the Constitution of Ukraine, worked out by the DPR and LPR in accordance with the Minsk Agreement, the Draft Law of Ukraine on local elections in Donbass, and the Draft amendments to the 10th article of the Law on the Special Order of Local Government. Donetsk and Lugansk emphasized that the new Kiev’s draft constitution violates the Minsk Agreement signed by this country. Quemado Institute comments: This is the valid picture we were seeking yesterday on amendments to the Ukraine constitution, about which TASS had equivocated and given a false impression. See under June 26 below the TASS report Poroshenko: Donbass Representatives Have Participated in Constitutional Reform. See also article below:

Pushilin on Constitutional Reform: What Donbass Representatives?? Pushilin: DPR Does Not Know What “Representatives of Donbass” Participated in Kiev Dialogue On Constitutional Reform / Donetsk News Agency / Edited autotranslation / June 26, 2015 / The Donetsk People’s Republic does not have information on how or what “delegates of Donbass” have been consulted in Kiev on amendments to the Constitution of Ukraine. This was stated today at the DAN press center by the head of the DPR delegation to the Contact Group Denis Pushilin. “What kind of Representatives Poroshenko has in mind is unclear,” said Pushilin. “It’s not our representatives.” Earlier today, the President of Ukraine Petro Poroshenko said that supposedly representatives of Donbass had participated in the development of amendments to the Constitution. The text of the draft constitution, which was at the disposal of the journalists, said that a special regime of local government in some areas of Donbass will be determined by a separate law. On the eve of the [discussions], the DPR and LPR sent Kiev a package of proposals on this issue: Draft amendments to the Constitution of Ukraine, the draft special law on local elections in Ukraine at the Donbass, draft amendments to the 10th article of the Law on the special order of the local government. In Donetsk and Lugansk it was stressed that Kiev’s draft Constitution of Ukraine violates the Minsk Agreements signed by the authorities of this country.

OSCE Reports Tank Battles in Shirokino, 50 Wounded Ukrainian Military in Krasnoarmeysk / rusvesna.su / Edited autotranslation by Quemado Institute / June 26, 2015 / In the area of Shirokino, namely Sopina (near Mariupol, Donetsk region), the OSCE Mission has documented the shooting of 16 tanks, and a drone detected a burning house. This is stated in the report of the mission. “In Ukraine-controlled Sopina (near Shirokino), the OSCE heard the firing of 16 tanks, four mortars and 15 or 16 other weapons. An unmanned aerial vehicle (UAV) mission detected a burning house and substantial Shirokino shelling in the area,” the OSCE said in a statement. It also reported that in the last week, 50 Ukrainian soldiers with wounds from artillery, multiple rocket launchers and mines were delivered to the Red Army Hospital. As stated in the report of the mission, the soldiers were mostly wounded by artillery, multiple launch rocket systems (MLRS), and anti-personnel mines. Recall that the head of the Donetsk People’s Republic Alexander Zakharchenko said that the effectiveness of the talks in Minsk Donbass is zero. Earlier it was reported that in the south of the Donets Basin and Maryinka people fear a new outbreak of hostilities.

Purgin Expects War Escalation: The situation at the contact line is heating up, Donbass is on the verge of full-scale hostilities / rusvesna.su / Edited autotranslation / June 26, 2015 / Donbass is on the brink of renewed hostilities This view is shared by the speaker of the Donetsk Republic’s People’s Council Andrei Purgin. “The situation today is very complex, it is heated, using heavy weapons, shelling residential areas in Donetsk, Gorlovka and Yenakiyevo. The military situation is on the rise, and we are teetering on the brink of full-scale hostilities,” he said. Purgin expressed hope that the participation of the Western countries will not contribute to further aggravation of the situation. “I hope that they will not interfere, it is clear that the United States intervene in all conflicts in the world, but I hope that other countries will try not to get involved in the conflict on the side of one of its participants,” concluded the speaker of the national parliament.

Acting Kiev regime leader Petro Poroshenko

Acting Kiev regime leader Petro Poroshenko

Poroshenko: Donbass Representatives Have Participated in Constitutional Reform(?) In typical slippery TASS fashion, the Russian news agency reports that acting Kiev regime leader Petro Poroshenko has said representatives of the Donetsk and Lugansk Republics have participated in Ukraine’s process of constitutional reform. “It is very important that Donbas representatives have taken part in drafting these constitutional changes. It is politically correct,” Poroshenko allegedly said, according to TASS. For the full ambiguous and vacuous report that has become the trademark quality of TASS, see Poroshenko says Donbas took part in drafting changes to Ukraine constitution (June 26). Quemado Institute comments: until we see independent reports from Denis Pushilin, Vladislav Deinego or Alexander Zakharchenko of the DPR/LPR that their appointed representatives have indeed satisfactorily participated in the Ukraine constitutional amendment process in Kiev, we suspect this article gives a false impression. Poroshenko’s statement is so vague as to be meaningless. The report gives no indication of who these “representatives” are, how and where they participated, nor whether the level of participation fulfills Minsk Package of Measures. Yet, if read quickly, in conjunction with an unusually flattering photo of Poroshenko, the article gives the impression he has satisfied the Minsk requirements, a highly unlikely state of affairs. For more obfuscation, see TASS report below. For the real story, see Novorossia Today article (posted in full) following that.

Vladimir Groysman (--TASS/Maxim Nikitin)

Vladimir Groysman (–TASS/Maxim Nikitin)

Groysman: Update on Constitututional Reform. TASS itself provides a contradiction to the above article in a further report that is itself self-contradictory. The report says, on the one hand, “‘Amendments to Ukraine’s constitution proposed by the self-proclaimed eastern republics of Donetsk and Luhansk will not be taken into consideration at a meeting of a constitutional commission,’ Ukraine parliament Speaker Vladimir Groysman said on Thursday.” Groysman’s assertion that the amendments will not be considered is followed by the statement, “As soon as we receive them, they will be publicly considered by the constitutional commission.” Quemado Institute takes this to mean that as late as June 25, the amendments proposed and published on June 8 by the DPR/LPR had still not been received, but that Groysman will be happy to consider them when they arrive? We call upon TASS to stop talking down to the West and give us straight information, please. This further fiasco of an article may be found at Ukraine constitutional commission not to consider Donbas proposals — parliament speaker (June 25).

Vladislav Deinego and Denis Pushilin

Vladislav Deinego and Denis Pushilin

Pushilin: Update on Constitutional Reform. DPR and LPR will not accord with the amendments to the Constitution of Ukraine if Kiev fails to pay due regard to their suggestions — Pushilin / Novorossia Today / Original at Donetsk News Agency / June 25, 2015 / The work of the Constitutional Committee in Kiev is nothing else but [an] imitation of Minsk-2 implementation, told the DNA head of the DPR delegation in the Contact Group Denis Pushilin. Earlier today [the] head of the Committee, Speaker of Ukrainian parliament Vladimir Groysman said that the suggestions submitted by the DPR and LPR would not be taken into account. “Unfortunately, this is the next attempt at imitation of the Minsk Agreement implementation,” Pushilin remarked. According to him, the Set of Measures clearly provisions the dialogue and accordance of Ukraine’s Constitutional Committee resolutions with the representatives of the DPR and LPR. “Otherwise adopted by Ukraine amendments to the legislation concerning our Republics and contradicting our suggestions amendments to the Constitution of Ukraine will not be confirmed by us,” the politician from Donetsk emphasized. The authorities of Donbass still hope that the intensification of the dialogue in the subgroup in political issues, suggested by its coordinator Pierre Morel, “will settle the controversies”. Be reminded that today the DPR and LPR once more submitted their proposals to the Ukrainian side, particularly Speaker Vladimir Groysman. The package of documents includes the Draft Amendments to the Constitution of Ukraine, worked out by the DPR and LPR in accordance with the Minsk Agreement, the Draft Law of Ukraine on local elections in Donbass, and the Draft amendments to the 10th article of the Law on the Special Order of Local Management.

Petro Poroshenko and Joseph Biden

Petro Poroshenko and Joseph Biden

Biden-Porshenko Ultimatum? We publish in full this very interesting Fort Russ article: “Good-bye, Ukraine” / Translated by J. Hawk / June 25, 2015 / Yuriy Lutsenko, a Petro Poroshenko Block Rada deputy, told about the contents of a “message” he received from the US vice-president Joe Biden. In Lutsenko’s words, the US might weaken its support for Ukraine if the coalition collapses and the country’s leadership fractures. His words were reported by the press secretary to the head of the Petro Poroshenko Block, Larisa Sargan. “Vice President Biden sent a message: if the unity of the country’s leadership and the Rada coalition is not preserved, that’s it, good bye,” she cited Lutsenko’s words. J.Hawk of Fort Russ comments: The significance of this news is not that Joe Biden sent Lutsenko a message (not even Joe Biden is that stupid), but that the Poroshenko people must clearly be afraid that the coalition will collapse, forcing a new round of elections in the country in which Poroshenko (approval rating 35%) and his party would not do nearly as well. So Poroshenko is reduced to threatening his coalition partners with (likely) imaginary messages from Joe Biden to the effect that if Poroshenko goes, the US support goes with it. The level of intra-elite dissent must be pretty great to roll out the heavy artillery like that.

Lutkovskaya: Donbass Deserves Social Payments, Not Blockade. Ukraine Parliament human rights envoy Valeriya Lutkovskaya has pointed out that Kiev authorities should work out a plan to ensure social payments to citizens of the Donbass region instead of tightening the economic blockade. Lugansk People’s Republic Minsk representative Vladislav Deinego agrees. “The Complex of Measures explicitly states that the economic blockade should be lifted unconditionally and with no strings attached,” said the envoy to the Trilateral Contact Group of representatives from Ukraine, Russia and the Organization for Security and Co-operation in Europe (OSCE). See Tass report Kiev’s human rights envoy calls for social payments to Donbas instead of blockade (June 26). Asselborn Makes Unreal Demands On Russia / Russia Has To Stop Supplying Weapons Into Donbas – MFA of Luxembourg / Original at Ukraine Under Attack / June 26, 2015 / The EU calls on Russia to stop the flow of weapons across the border to the east of Ukraine. The Minister of Foreign Affairs of Luxembourg Jean Asselborn stated this during a joint press conference with Foreign Minister of Ukraine Pavlo Klimkin in Kyiv on Friday, reports Ukrinform. “Yesterday I met with the head of the EU Delegation to Kiev. Separatist get more and more heavy weapons, more and more weapons are imported in the Donbas in violation of the Minsk agreements. The humanitarian situation also causes concern. The European Union doesn’t require something unreal from Russia. We ask to stop the flow of weapons across the border with Ukraine,” said Asselborn. The Luxembourg diplomat stressed that despite the difficulties, the Minsk agreement remain the main document. “I insisted on a visit to Ukraine because my country is approaching its presidency in the Council of the European Union, and because Ukraine is a priority for the European Union. For me it is important to develop contacts with Ukrainian leaders, primarily with President Poroshenko and my counterpart Pavlo Klimkin,” said Asselborn. Alexander Zakharchenko

Zakharchenko: Normandy Four Must Enforce Minsk. Donetsk People’s Republic Prime Minister Alexander Zakharchenko told journalists today that the Minsk 2.0 Agreements will only be adhered to if the Normandy Four (the leadership of France, Germany, Ukraine and Russia) put pressure on Kiev to comply. For Novorossia Today report, see No one but the Normandy Four can urge Kiev to adhere to the Minsk Agreement – Zakharchenko (June 25). Quemado Insitute comments: At the time of the signing of Minsk, Zakharchenko and many observers believed that the leaders of the Normandy Four countries, including Francois Hollande, Angela Merkel and Vladimir Putin, were the guarantors of Minsk 2.0. It was assumed they would place diplomatic pressure on the Kiev regime to abide by Minsk. Aside from a few words out of the Russian foreign ministery, this has not been done. Angela Merkel, for example, has continued to press the wrong switch, pressuring Putin to abide by Minsk 2.0 when Putin is not responsible for the conflict. Kiev is the principle violator, a fact that should be obvious to all honest European leaders, revealing our suspicion that Merkel, a former physicist, is not stupid, but disingenuous.

Ukraine Defense Official Defects to Donetsk People’s Republic. On the heels of two Ukrainian intelligence officers defecting to Novorossiya, now a Ukrainian major-general has gone over the DPR side. “I am Aleksandr Kolomiyets, a major-general of the Ukrainian Armed Force, and my latest position was that of a chief military analyst and aide to the Ukrainian defense minister,” Kolomiyets told a press-conference in Donetsk. He added that he had been the regional military commissar of the Donetsk Region for the last 19 years. Kolomiyets also said that he had to evacuate his family from Kiev for fear of persecution by the Ukrainian authorities. Many of his former fellow servicemen, too, were ready and willing to join the republics, he said. For full LiveLeak report with video see Ukrainian Defense Ministry official and major-general has defected to the Donetsk (DPR) armed forces (June 22). Fort Russ Update on Kolomiyets Defection: Further details on the defection from Ukraine of Alexander Kolomiyets give increased hope for more such events. “The potential of the Ukrainian army at a very low level,” says Kolomiyets. “From a moral point of view, all the generals and officers who understand that the government’s actions are criminal, don’t want to fight. Only volunteers from nationalist troops are fighting. In the near future the Armed forces of Ukraine will be rocked by uprisings. Officers do not understand the commands to kill civilians. We will see it sometime in the fall. Everything will change very soon.” See Deputy Minister of Defense of Ukraine joined the militia (June 22). Update: Opinion on Kolomiyets Defection. “The US is making the same strategic mistake the Nazis did, thinking that well-trained and well-equipped soldiers win battles. The historical truth is that soldiers win battles only when they are well-motivated. That is why the Nazis ultimately lost, despite their clear technology advantage. That is why the US lost in Vietnam, and is stuck in the quagmires of Afghanistan, Iraq, Libra, Yemen, etc. despite a clear technology advantage. The Kiev forces are not motivated to make war on their own countrymen. Neither are the Iraqis, for that matter. And this plan to build a new US Army from illegal immigrants is doomed to fail for the exact same reason.” — whatreallyhappened.com.

Facts About Ukraine’s Aggressive War on Donbass. Farewell to Arms: Over 10,000 Soldiers Desert Ukrainian Army / Sputnik / June 21, 2015 / Desertion galore: Ukrainian men understand the absurdity of the war their government is waging. More than 10,000 cases of desertion have been registered in the Ukrainian Army since the outbreak of the Donbass war in April 2014, Ukrainian Vesti reported. In 2014 the army suffered heavy desertion and nearly 30 percent of the servicemen called up in the first wave of mobilization (March 17) abandoned their positions, Ukrainian President Petro Poroshenko said. Ukrainian parliament Verkhovna Rada has announced six waves of mobilization so far. By the end of 2014 the strength of Ukrainian Armed Forces grew from 130,000 to 232,000. Ukrainians have been protesting against the mobilization. They travel to work abroad or simply reside at their relatives’ in other countries. Almost 1,3 million Ukrainian draftees live in Russia. Since April 7, 2014 the Kiev authorities have been waging war against Donbass self-defense forces who rejected the legitimacy of the coup-imposed Ukrainian government and declared the independent republics of Donetsk and Lugansk. Official figures estimate the number of victims to near 6,500. But the German intelligence reported of 50,000 victims in February 2015. Quemado Insitute comments: The figure 50,000 was reported in a Frankfurter Allgemeine Zeitung article Sicherheitskreise: Bis zu 50.000 Tote, published Feb 8, 2015. America’s Oldest Magazine Challenges US Policy in Ukraine. In this surprisingly unbiased and fact-oriented editorial, Alexander Reed Kelly explains why current Western policy toward Ukraine is bound to fail, how it will accelerate the Ukrainian economic crisis and escalate tensions at the risk of World War III. Kelly analyzes the roles of the US and Russia, saying, “[W]hat is the evidence that Putin instigated the conflict? Western leaders claim he fired the first shot, so to speak, when he sent Russian soldiers into the Crimean peninsula after the change of government in Kiev. What they don’t mention is that the United States has been meddling in the affairs of eastern Europe for decades.” Kelly manages to present the Russian point of view on Western aggression, noting, “This interference has taken two forms: The steady expansion of NATO military bases eastward into former allies and members of the Soviet Union (a development that violates a promise made by US President George H.W. Bush to Soviet President Mikhail Gorbachev) and the funding of ‘pro-democracy’ initiatives in former Soviet allies and members like Ukraine, where, since the end of the Cold War, the United States spent $5 billion on efforts to turn the country’s politics in its favor. During the height of the Maidan protests, just before the fall of Yanukovych, top US State Department officials Victoria Nuland and Geoffrey Pyatt were caught on tape deliberating which potential replacement would best serve US interests. Less than two weeks after Ukraine’s old government was driven from power, Nuland and Pyatt’s pick—Arseniy Yatsenyuk—was seated in the prime minister’s chair.” Kelly defends Russia’s position in a further statement: “American officials want the world to believe that Ukrainians are locked in a battle for liberation from Putin, that Russian military activity in east Ukraine is part of a plan to recover Ukraine for the benefit of Russia, and that Europe and the United States are offering Ukrainians freedom, democracy, and a shot at life in a ‘free market.’ They do not add … that the Russians who inherited the collapsed Soviet Union also hoped Russia and the United States would become economic partners.” For full commentary at The Nation, see Ukraine Is In Crisis. Here’s Why the West Can’t Save It (June 9, 2015), by Alexander Reed Kelly. Editor’s note: The Nation is America’s oldest continuously published magazine, dating to 1865. The author’s relative lack of bias is both unusual and encouraging. Certain data in the article, however, should be read with caution. For example, Kelly states the number killed in the Ukraine war as 6,200, as do many sources worldwide. This is an outdated figure based on UN data from the fall of 2014, and the low number Petro Poroshenko’s regime wants the world to hear. Since then, the UN has stopped updating its estimates. Scholars put the true death toll at 25,000 to 50,000 or more, due to failure of Kiev to fully report its militarary casualties, the UAF’s crematoria in the fields, and so forth.

At one point in this extensive dialogue, Patrushev says, “No less dangerous is … destabilization, … Russia often uses the term ‘color revolution.’ The latest example [is] what is happening in Ukraine. It is clear that [in the] project for the destabilization of the country lies an attempt to create a tool for the radical weakening of Russia. LiveLeak presents two videos, concluding that the Eastern interpretation is closer to the truth and that Zakharchenko is a competent and charismatic leader. See Western and Eastern reporting at odds about Donetsk rally – so, watch actual videos of what happened.

Stephen Lendman: Ukraine’s Thermobaric Weapons Hit Donetsk Chemical Plant. “On Tuesday, reported fuel-air (thermobaric) explosives targeted a Donetsk chemical plant – fired from junta held Kurahhovo village 30 kilometers away,” notes political analyst Stephen Lendman, adding that if used in populated areas, “it’s virtually impossible for civilians to shelter against their destructive effects.” He goes on to say, “Ukrainian forces targeted Donetsk’s chemical plant storage facilities where mining explosives are held. They tried earlier using inaccurate Tochka-U missiles. They failed again this time. Crater evidence showed thermobaric weapons use.” Such terror devices, first used by the US in Vietnam, are now in the hands of the Ukrainian Army. Ukrainian Shelling Threatens Donetsk Radioactive Waste Dump. A disaster akin to Chernobyl is possible if a Ukrainian shell makes a direct hit on the radioactive waste dump buried near a Donetsk chemical plant. With the frequency of Urkainian shelling in the area, this scenario is not unlikely. “Ukrainian heavy artillery has been methodically shelling the plant since the beginning of the year, the latest such shelling occurred on the night of June 16- 17th.” See Fort Russ article Ukrainian shelling targets Soviet radioactive waste dump at Donetsk chemical plant (June 18), translated by Kristina Rus.

slavyanskjun18sDonetsk under threat of radioactive contamination – Ukrainian expert / Novorossia Today / June 18, 2015 / The radiation background level could have grown in Donetsk due to the powerful explosion in the State Factory of Chemical Products, because a nuclear waste depository is situated there, claimed executive director of the state enterprise East Ukrainian Ecological University Dmitriy Averin according to OstrovV website. “It is not reliably known what exactly happened there (at the chemical works in Donetsk. – ed.). This is the third explosion occurring in its territory. It is there that one of the nuclear waste depositories of the Ministry of Defense of Ukraine is situated,” the expert remarked, having added that there is a chance of destruction of this depository. Averin also said that no one is monitoring the environment in the “occupied territories”, as he put it, that is why people might know nothing about the contamination. Fortunately, he is mistaken, but he could have unintentionally revealed the purpose of Ukrainian Army repeated attempts to turn the area of the chemical plant in Donetsk into a replica of the Moon surface.

Smerch MRLS missile hits Donetsk chemical plant — media / ftsnnews / June 17, 2015 / A chemical plant explosion that occurred in Donetsk’s Kuibyshevsky district last night had been caused by a fallen Smerch MRLS missile fired from the village of Kurakhovo, an army source of the self-proclaimed Donetsk People’s Republic told the Donetsk news agency on Wednesday. “The expertise of the explosive’s remains in the soil and the detailed analysis of the craters and vegetation in the hitting area are pointing to that,” the source said. According to him, the plant was shelled by fuel-air shells fired from Kurakhovo village located 30 kilometers away from Donetsk. The Ukraine army used to shell the Donetsk chemical plant many times in the past. Editor’s note: For an expert analysis of the source of the blast, see Ukrainians getting crazy! (June 17).

Two Ukraine soldiers charged with killing pro-Russia civilians / PressTV / JUne 17, 2015 / Ukraine has charged two government forces with killing two civilians in the eastern Ukrainian province of Luhansk. According to pro-Kiev officials in the Donetsk prosecutor’s office on Wednesday, the two soldiers were accused of committing premeditated murder, for which they may be sentenced to over seven years in jail and even life in prison. The lawsuit came two days after the victims, a 77-year-old mother and her 45-year-old daughter, were murdered in their own house with machine gun fire over their alleged support for the cause of pro-Russia forces in eastern Ukraine. The cold-blooded crime was carried out in the pro-Russian controlled part of the restive region of Luhansk. “It has been established that the servicemen entered the house of the victims, whom they suspected of separatist sympathies, and killed them with machine gun fire,” read the statement issued by the Donetsk regional prosecutor’s office. The identities of the soldiers have not been revealed so far, but reports said they were both in their 20s. The Kiev government has come under fire by international rights groups over its adoption of intimidation tactics such as torture against pro-Russia forces during the deadly conflict in the east of the country. The conflict erupted in eastern Ukraine after people in the Black Sea peninsula of Crimea voted for reunification with Russia in March 2014. The situation exacerbated after Kiev dispatched troops to the eastern Ukrainian regions of Luhansk and Donetsk in April 2014 in an attempt to quell pro-Russians there. The crisis has so far claimed the lives of at least 6,500 people and has left over a million displaced, the United Nations says. Quemado Institute comments: we have been informed by an intelligent source that the number of UN reported dead was 6,400 as of fall 2014, but that the UN has quit keeping track. Due to the Ukrainian Army practice of leaving their dead in the fields and using crematoriums, the number is possibly as high as 24,000. The Kiev regime is apparently suppressing this information, according to the source, so as not to discourage recruits.

The corresponding statement was made by the Minister of Foreign Affairs of Donetsk People’s Republic, Alexander Kofman. He said that the Foreign Ministry of Donetsk in the event of Ukrainian aggression against Transnistria will react with diplomatic means, however, in the case of escalation Kiev should expect the reaction of the Ministry of Defense of DPR. “There are our brothers, and in the event of an attack on them, we will have to help them. History shows that wherever Saakashvili is appointed — Tskhinvali (referring to the Georgian attack on Tskhinvali, the capital of South Ossetia) can not be avoided,” said Kofman. The diplomat also stressed that the Ukrainian authorities are making the Minsk format unsuitable for settlement of the conflict in Donbass. “In my opinion, it is a futile direction due to the fact that Ukraine continuously violates it, and it will not lead to anything positive. But this does not mean that we should not abide by it,” he explained. At the same time, the authorities of the Republic are preparing for further actions in case of its failure. If the Minsk format will be abandoned, DPR will activate efforts for the recognition of the republics, the relevant work is already underway, summarized Kofman.

Donetsk. The rally near the government building in Donetsk today was not accidental, the head of the DPR Alexander Zakharchenko told reporters. “The rally has not just emerged, it was not a disaster. The questions have been modeled on someone’s scenario. Who would not be a director [sic], I went out to the people. We talked,” he said. The head of the DPR said that most of the problems about which he was told by the residents have been solved. “This is a flaw of local authorities in the field, questions are solved, a part I said [sic],” stated Zakharchenko. Recall that this afternoon several hundred residents of Oktyabrsky gathered near the government building, demanding the authorities to bring an end to the shelling of the capital by the APU [UAF]. In the course of communication with residents, Zakharchenko promised that the victims will be provided with housing and work in other parts of the DPR. “Today we can help with the resettlement, rehabilitation of housing starts only after a cease-fire, the head of the country then said. “Residents will be resettled in the dispensaries and sanatoriums. Tomorrow, the unions will have the task of ensuring everyone leave the [Octyabrsky settlement]. He added that the security forces would give the order to provide for the villagers to freely take out property [sic].

DONETSK / “The Donetsk People’s Republic is an independent state and never will be a part of Ukraine,” said the head of the self-proclaimed republic Alexander Zakharchenko. “Whatever happens in Minsk, the DPR is an independent state that will never be under Ukraine. We have blood between us,” Zakharchenko state at a meeting with residents of the village of Oktyabrsky, which is often shelled by [Ukrainian] security forces.

The Ukrainian authorities, in April of last year in Donbass, started a military operation against the residents of the region, who were disgruntled with the coup. According to the latest UN data, there have been 6,500 victims of the conflict. The settlement of the situation in Donbass has been discussed, during meetings in Minsk, by the contact group, which since last September has adopted three documents governing steps to de-escalate the conflict. The last document, signed on February 12, which specified in addition to the cease-fire the withdrawal of heavy weapons and the establishment of a security zone, obliges the Ukrainian authorities to conduct a direct dialogue with the representatives of the DPR and LPR [Lugansk People’s Repbulic], in particular on the issue of local elections in the region, making changes to the Constitution of Ukraine, involving decentralization of power, as well as on legislative consolidation of the special status “of individual regions of Donetsk and Lugansk Oblasts.”

The situation worsens in Donbass: On June 3 near Maryinka there were serious fights, of which 34 people became victims, according to the UN. [Ukraine] Security officials have accused the [Donbass] militias in the offensive, the same statement called “speculation” in Kiev. Representatives of the self-proclaimed republics reported that Ukrainian security officials continue to bring heavy artillery and multiple launch rocket systems to the contact line, and the intensity of attacks is growing. The authorities of the DPR and LPR insist that security forces remove heavy weapons to a safe distance, in accordance with the Minsk agreements. Two High-ranking Ukraine Representatives Went Over to the Militia / ren.tv / edited autotranslation by Quemado Institute / June 15, 2015 / Two high-ranking representatives of the Ukrainian side, one an employee of the Foreign Intelligence Service and other an employee of the Embassy of Ukraine in France, have defected over to the side of the [Donbass] militias. Natives of Lugansk, they are the brothers Alex and Yuri Miroshnichenko. Why did they do this? The brothers themselves have explained their reasons in a meeting with journalists: “We can no longer tolerate it,” said the former employee of the Foreign Intelligence Service of Ukraine Alexey Miroshnichenko. He confirmed that at the front, on the side of the [Ukraine] security forces, there are mercenaries from abroad, most of all from Poland, Lithuania and Romania. According to the brothers, many of their former colleagues believe the Ukrainian authorities themselves are criminal, but people do not resign from the service often because of banal fear for themselves and loved ones, either due to lack of motivation, or simply not having enough willpower.

During a press conference with two employees of the foreign intelligence Service of Ukraine, brothers Alexei and Yuri Miroshnichenko, who defected from Ukraine over to the side of the Donbass militias, the former said, “Our desire to return to Lugansk is associated only with the dominance, in the government of Ukraine, of traitors, agents of foreign intelligence services and clear nationalists, who systematically exterminate the people of your country and lead to the collapse of Ukraine.” On a question by journalists about what the real situation in the ATO zone is, Alex told reporters, “Ukraine is now being strengthened, building fortifications for fear of attack, though they are constantly provoking.” For more, see LPR Today article Ukrainian scouts – we know real loss (video) (June 15), by Andrey Moiseenko.

Sputnik: Brothers Defect from Ukraine to Lugansk. This report from Sputnik adds detail about the statements of Alexei and Yuri Miroshnichenko, the two brothers who defected from Ukraine to the Lugansk People’s Republic. “Commenting on who is responsible for what they call genocide, the brothers noted that ‘the crimes against civilians are being committed mainly by representatives of the territorial battalions. This includes Aidar, Azov and Tornado. Innocent people are summarily shot, demeaned, and have their property taken from them. Women are raped en masse, including minors. There have been instances reported of conscripts who fled the battlefield being shot. Local branches of the ‘Nova Poshta’ [a Ukrainian delivery service] are crammed with property stolen from civilians.'” For more see Brothers in Arms: Two Kiev Officials Defect to Fight for Lugansk (June 15).

Donetsk People’s Republic Contact Group envoy Denis Pushilin said today, June 14, that the situation in Ukraine is unpredictable, and war could break out at any time, in a matter of hours, due the smallest decision on the part of anyone involved. “We are actually on the brink of a major war right now. Our conflict is not an internal Ukrainian one, it is fully in line with what is happening in Syria, Yemen, the uprising in Macedonia,… and could lead to very tragic consequences and, as a result, things can escalate in a matter of hours,” said Pushilin. Strategic Culture Foundation: Britain’s Hammond Suggests Hosting US Nukes. British Foreign Secretary Philip Hammond has put forth the possibility of the UK placing American nuclear weapons on its soil to counteract the “Russian threat”. Columnist Finian Cunningham, slamming the insanity of Anglo-American attitudes, comments, “This slanderous attitude toward Russia is doubly contemptible, because not only is it calumnious, the deception also serves as a political and moral cover that allows the Anglo-American rulers to take outrageous steps toward jeopardising international peace, with the unprecedented deployment of nuclear weapons.” For full analysis see The Anglo-American Insanity (June 14) by Finian Cunningham. Quemado Institute comments: On the subject of American insanity, the United States government has become sick in many ways, and their behavior has grown abhorrent to reasoning people. Among the atrocities they sponsor, in addition to fomenting coups, unrest, and the bombing of civilians across the Euro-Middle East, are the spraying of skies over NATO countries with so-called “chemtrails”, whose contents are consistent with that of coal ash, filling the air on many days with a streaky overcast of toxins, which are believed to inhibit rainfall and have resulted in drastic fires, destroying many mountain forests across the US southwest, as well as severe and possibly irreparable drought in California, all the while euphemizing their actions under the catch-all term of “climate change”, as if it were not their fault, their reckless and misguided intent apparently to stop global warming.

Petro Poroshenko, Mariupol, 2015 (–The Independent)

Poroshenko Promises Constitutional Amendments. Kiev regime leader Petro Poroshenko, in a speech in Mariupol on Thursday, said that amendments to the Ukraine Constitution should be voted on by the Verkhovna Rada in a few weeks. “People should be able to exercise a lion’s share of their powers in their native cities,” vowed Poroshenko. “But, the questions of foreign policy, defense, the state’s integrity and the status of a unitary state will also be the key elements of our constitution.” For TASS report see Ukrainian parliament to adopt constitutional amendments in weeks to come — Poroshenko (June 11). Editor’s note: Poroshenko’s vow need not be taken too seriously. In fact, according to the Minsk 2.0 agreements, the Verkhovna Rada (Ukraine parliament) does not have the authority to determine the final amendments. The amendments in their finished form must be approved by the DPR/LPR Minsk Contact Group representatives, who have indicated they will accept nothing less than de facto independence. The amendments proposed by the Verkhovna Rada will carry no more weight that those proposed by the DPR/LPR on June 8. Minsk 2.0, it should be noted, confers no authority on Kiev that it does not also confer on the DPR/LPR. Control is the hands of the Donetsk and Lugansk People’s Republics.

G7 Accuses Russia. In this substantial analysis by political commentator Finian Cunningham, the roles of the G7 leaders in blaming Russian President Vladimir Putin for circumstances in Ukraine beyond his control are examined in detail. “The United States and its Western allies are trying to ensnare Russia in an audacious disinformation trap over the Ukraine conflict,” notes Cunningham. “That trap involves imposing an insoluble conundrum on Vladimir Putin’s government.” He adds, “But how can Russia implement a peace deal in Ukraine if the Western-backed Kiev regime is the one that is the aggressor, not Russia? As Putin told Italian media in an interview last week, it is up to Washington and its European allies to influence the regime in Kiev to fulfil the terms of Minsk.” Cunningham points out astutely, “There is no evidence to substantiate the claims of Russian troops inside Ukraine, even though these accusations have been flying around the Western media for more than a year now. Surely, a US or NATO satellite must have a credible image of such Russian presence by now?” For more of this definitive analysis see Sputnik editorial Trapping Russia to Prove a Negative (June 10) by Finian Cunningham. Quemado Institute comments: We agree and have maintained consistently that Russia has no regular troops in Ukraine. There are rumors that Igor Strelkov, former Novorssiya volunteer commander who had actually never fought in the Russian armed forces and has become something of a loose cannon plagued with the sour grapes affliction of a has-been, recently said, “Anyone who believes Russia is not involved in Ukraine is an idiot.” We have no proof he made this statement, but if true, Strelkov is either calling his hero Putin an idiot or a liar. Strelkov apparently makes a pretense of knowing what goes on in Russian government inner circles. However, when he famously led the defensive battles in Slavyansk, 2014, he did not even know that Russian forces were never coming. Expecting their arrival any day, he overextended his position, and was forced to retreat from Slavyansk when the truth became evident. Given this gross miscalculation, how much can Strelkov really know about Putin’s intentions?

Poroshenko Decries Fortifications. While visiting so-called strongpoints in Mariupol Thursday June 11, post-coup Ukraine “president” Petro Poroshenko said that fortifications to be built on the contact line must be ready by mid-July. He informed a news conference on June 5 that he was dissatisfied with the state of fortifications in the Kiev-held part of the Donetsk region, which is the area of responsibility of Alexander Kikhtenko, the recently dismissed Governor. “He will be held accountable for it,” Poroshenko added ominously. The fortifications will comprise “about 1,500 kilometers of trenches and connecting trenches; more than 8,000 dug-in emplacements for military hardware and more than 4,000 trench shelters; and the creation of a 60-kilometer [barrier] of non-explosive entanglements.” See TASS report Poroshenko orders to complete fortifications on disengagement line in Donbas by mid-July (June 11). Putin Firmly Controls Russian Government. Pavel Shipilin, a political analyst close to the inner circles of the government of Russia, refutes the popular notion that the Russian Federation’s course is set by pro-West oligarchs and traitors. “There is no liberal-oligarchic pressure on the development of the most important decisions concerning the country’s fate. slavyanskjun11yWest Misrepresents War in Donbass. Political analyst Eric Draitser hits the mark in this trenchant commmentary about the false portrayal by the Western media of the war in Donbass. “Although the Ukrainian military and Nazi paramilitary units have been targeting civilians – a flagrant war crime by any measure – there is a near total media blackout in the West. Meanwhile, the United States continues to argue that the ‘overwhelming majority of ceasefire violations’ are as a result of anti-Kiev rebel activity, despite providing no evidence to substantiate these utterly false claims,” notes Draitser. “Of course, one should be careful to draw too many conclusions from the incomplete OSCE data as the scope is limited, and the SMM has been reticent to assign blame or responsibility to Kiev’s forces, even in instances where their aggression is blatant,” he adds. Kiev-Placed Mine Kills Seven Ukraine Troops. On Monday, June 8, near Krasnogorivka, a Ukrainian Army truck hit a landmine, killing seven UAF personnel. This information comes from a biased pro-Kiev source via Chicago Magazine’s facebook page under the title Seven Ukraine troops die in mine blast, endangering truce (June 9). The report hints that the Novorossiya Armed Forces planted landmines in the area. However, last December, Kiev news outlets published with fanfare notices that the UAF had planted mines along the entire border with the Donetsk and Lugansk Republics, in order to warn the population of Donbass not to attempt to by-pass Ukrainian border checkpoints. This incident follows of series of similar deaths caused by UAF-planted mines, including that of the captain of the Ukraine Border Control vessel that sank off Mariupol on Sunday (see articles below).

As for weapons, the fighter noted that they were ‘the same that the countries of the Warsaw Pact used to have. We are using trophy automatic rifles, sometimes taken from [captured] warehouses. Firearms include the Mosin Nagant [bolt-action rifle], anti-tank rifles dating back to the Second World War era, and the famous Ak-47 and Ak-74 Kalashnikov.’ He added that the militia also has access to PTUR anti-tank missiles and RPG-7 rocket propelled grenade launchers.” For details see New Russia Press report Czechs and Slovaks Form ‘Czechoslovak’ Volunteer Fighting Unit in Donbass (June 9).

Ukrainian Border Boat Blown Up by Own Mine
(Befuddled SBU Advisor Blames Mine Left from World War II)

VzGlyad Delovaya Gazeta

June 7, 2015

In the area of Mariupol, an explosive device detonated a Ukrainian border boat. The incident occurred in front of tourists on the coast. On board were eight people, seven were rescued, but one of them later died in hospital. The ship’s captain has not been found. Experts are sure that the cause of the explosion was an installed UAF (Ukrainian Armed Forces) mine. Due to the lack of control over the entire water area of minefields, the vicinity of Mariupol threatens to become a danger zone.

Boat explosion off Mariupol (--dailystar.com)

Boat explosion off Mariupol (–dailystar.com)

A boat of the Border Service of Ukraine exploded near the beach in Mariupol. The incident occurred Sunday afternoon in front of astonished travelers. The explosion took place very close to the shore, and the web pictures quickly appeared sinking boat. The circumstances of the incident are being investigated, but it is now clear that it came across a explosive device.

“Right in front of holidaymakers the boat exploded,” said the city portal of Mariupol on June 7 at 14.27. For information about the explosion passed vacationers who spend weekends on the sandy beaches of the city. The boat began to sink very close to the displacer barrage that separates the area for civilian use. Later in the emergency service of the Mariupol city council, divers reported that the explosion occurred 4 kilometers from the coast, near the Azov Shipyard. Boat UMC-1000, belonging to the Border Guard Service of Ukraine, received significant damage.

“Message of the explosion of water transport on the line 102 to 14.52 from health workers. In the coastal regions left the police [sic]. It was established that during the inspection of the sea territory a Coast Guard cutter hit an explosive device,” said the police, according to “Ukrainian Truth “. Within half an hour rescue boats arrived at the scene and on the shore an ambulance came. In total, the rescue operation involved two border boats, tug Mariupol port 2 and 3 emergency boats diving service.

On board were eight crew members. Seven of them were taken to the hospital with injuries of medium and minor severity. Another has not yet been found. It is reported that the captain of the ship was missing. Later, Research Affairs of Ukraine in the Donetsk region reported that one of the survivors died in a hospital in Mariupol. It was noted that “the dead was not a soldier, but a resident of Mariupol of 45 years.”

This is not the first boat of the Ukrainian Border Guard Service to sink near Mariupol. In November, two frontier boats were damaged under strange circumstances. The Ukrainian side stated that it was mortar fired by militia. “Two Coast Guard cutter State Border Service, which moved a few kilometers from the coastline, were fired on by mortars in the area between Shirokino and Nameless,” the press center made the statement on Facebook. Attention was paid to the fact that the positions from which the firing was made were controlled by militias. Allegations of an explosive device, in the case of the sunken boat on Sunday, do not apply. The fact is that in the current situation, things are different. First, many witnesses were there, who immediately circulated photos from the blast site. Second, the territory in which the state of emergency arose was far from the positions controlled by the militia.

The issue of the threat of mines, laid down in the Sea of Azov, was raised in November 2014, when a strong underwater explosion took place near the cargo vessel “Nakhodka” en route in international waters under the Russian flag. The vessel wa damaged, but the explosion was so strong that “glass trembled in the houses” it was reported on November 11 in Mariupol city portal. Then the head of the press service of staff in the ongoing military operation east of Ukraine Dmitry Gorbunov said that the explosion occurred in the sea outside the 20-mile zone, according to Interfax. A few days after the incident, an adviser to the head of the Security Service of Ukraine [SBU] Markiyan Lubkivsky said that an explosion might involve the Russian military. “In our opinion, the Russians are mining the waters of Mariupol. It is about the explosion of the so-called bottom mines. It is possible that it could be undermined fishing schooner,” he said. However, later this statement was denied in most of the Border Service of Ukraine. “We have guards that work there (in the Sea of Azov), and everything is fine … We go there in boats, ships go there, so we do not have information about mining,” said Chairman of the border service Viktor Nazarenko. Asked how, then, it hit a mine, he found it difficult to answer, saying only that in the Black and Azov Seas there remain a certain amount of landmines since the Second World War.

In December 2014 it was reported that Kiev continues active operation on the establishment of minefields in the area of Mariupol, including in the port. The actions of the UAF (Ukrainian Army) were because they need protection in case of attack by warships of the militias, including submarines, according to “News”. According to media reports, Ukrainian sappers mined part of the coast of the Azov Sea in the south of the Donetsk region in order to protect from the amphibious assault. They also went to sea on floating conveyors for mining of the Sea of Azov.

In March 2015 [came?] the decision to mine the position on the coast near Mariupol, UAF spokesman Oleg Sushinskiy said. “We had intelligence that defined the most dangerous areas on the coast, where there may be an enemy breakthrough, and went to the equipment items. We know the whole situation, its course. In the future, we would do the mining, so that the enemy could not break through our positions,” he said. It has been decided to carry out mining in order to protect ourselves from attack by militias from the sea.

“At least it was like dumplings in the soup.” Chief editor of “Arsenal of the Fatherland”, a military expert, retired colonel Viktor Murakhovski is sure that Ukrainian boat was blown up by its own mine. “It is no secret that the Ukrainian armed forces conducted a massive operation in the so-called antilanding to protect the coast, including in the area of Mariupol. Dug trenches, put a fence. Minefields were created including the sea. But minefields have to be monitored and maintained, because during the various climatic phenomena such as storms, a mine often breaks its anchor, and it goes into the open sea. It is likely that this is the case here,” the expert believes.

Self-mined Ukrainian boat sinks near Mariupol (--Ukraine Today)

Self-mined Ukrainian boat sinks near Mariupol (–Ukraine Today)

This border boat likely had a map of minefields, “but it came to a floating mine, torn by the storm,” explained Murakhovski. This incident shows that the situation is serious enough. “In fact, such a danger can lurk anywhere,” said the source.

To eliminate the effects of mining, you need to engage in large, long and costly work, the expert explains. “After World War II decades were spent on trawling, especially the Baltic, where the mines were, as the dumplings in the soup. In the Black Sea was the same situation. After the war, in 1973, we helped defuse the Arab countries in the Red Sea area and the approaches to the Suez Canal. This lasted for several years. After the war between India and Pakistan, we helped to carry out demining in the area of some ports. Such conflicts are fraught with danger for the peace of navigation, so spent a lot of manpower and resources, the time to ensure that it is eliminated.” Thus mines left since the Second World War in the area of Mariupol could not remain. “It’s been a long time vytraleno [sic]. This was done at 40, 50, 60 years,” he said. What had previously led the Ukrainian side was a version … when there was the undermining of boats, Murakhovski considers just an excuse. “They can make up anything,” the expert added.

It should be noted that the situation with the ships in Kiev is really deplorable. In March, the Ministry of Defence has started negotiations with the West on the free transfer of the naval forces of the country of US Coast Guard cutters and buy at the lowest possible price for used corvettes and minesweepers. According to the Ukrainian side, for the Protection of the submarine fleet from the militia, Murakhovski considers it exaggerated: “It is unlikely that they have something underwater. Not that level. Anyway, frogmen training requires a lot of experience, qualifications, time.” About the militia, he said, there is not even a problem. “Against whom they cook [sic]? What is Fleet from Ukraine? Nothing is left but some boats. So militia and not have to cook [sic] the navy. If Ukraine would have any amphibious force, large surface ships capable of shelling from the sea coast of position, is another matter. But this is nothing,” he recalled. These forces are in other countries, said Murakhovski. “The Russian military fleet is there in the Black Sea, of course. There are special forces frogmen. Similarly, there are other Black Sea countries, NATO members, such as Turkey, Romania and Bulgaria,” he said.

The possibility that the boat was hit from the shore is unlikely to be considered, according to Murakhovski. “This is an area that is not controlled by the militia. The coast is under the control of the Ukrainian side,” he recalled.

Roman Mashenko and DPR spokesman Eduard Basurin

In the early hours of June 3, Roman Mashenko, a soldier of the 28th mechanized brigade of Ukraine, tried to storm the positions of the Donbass resistance near the Donetsk suburb of Maryinka (pop 10,000) and the Donetsk district Petrovsky Rayon. The captured soldier reported to the Ukrainian … press that they received the order to storm the Donetsk suburb. Massive forces of Ukra-fascist regime troops had been contracted in Donetsk [for the attack], including “Grad” reactive multiple missile launcher systems, said Roman Mashenko. The captured soldier indicates that the attempt of the Ukrainian Armed Forces, who with all their might [tried] to storm the positions of the resistance, failed with very high losses, until they were ultimately almost completely smashed by the resistance. Roman Mashenko speaks of up to 200 Ukrainian soldiers killed in the assault. How many injured he does not know. The Prime Minister of the Donetsk People’s Republic Alexander Zakharchenko says that the Ukrainian regime troops lost up to 400 soldiers in this assault, and up to 1,000 troops of the Kiev regime were partly or seriously injured. Five Ukrainian soldiers have surrendered and now decided to join the resistance. He indicates that several morgues … in Dnepropetrovsk, Kurahovo, Kharkov and Krasnoarmejsk are overcrowded. Journalists could check this information locally. The resistance lost 15 men, and 30 were injured. The resistance succeeded in not only the assault at Maryinka, but also neutralized up to 60 armored units (tanks, armored personnel carriers, Humwees) and 4 multi-Raktenwerfer [sic] batteries.

At that point, Kiev’s army was completely routed. It would have been possible to retake Mariupol, even to push towards Kherson. Since arriving there in the east of Ukraine, Phillips has been in the thick of the fighting.
