Novorossia News reports that residents gathered to express their outrage at what they consider the bad job of the OSCE and ICRC in reporting to the world the situation in Donetsk and more broadly in Donbas. They called for impartial reporting of developments in the Donbas region by the two agencies. According to participants, international monitors are not impartial in the reporting of what is going on in war-hit Donbas. Residents of shelled districts, refugees and disabled civilians demanded that the OSCE tell the truth to the world. Some of them came with photos of houses destroyed by Ukrainian artillery and posters reading, ‘Stop the silence!’, ‘Your silence kills children!’, ‘While you are rolling in clover, civilians die.’ Later the OSCE representatives came to speak to protesters. Igor Martynov, mayor of Donetsk, spoke to the OSCE delegation. He said later, “My key question [to the OSCE monitors] is ‘From whom does Ukrainian army liberate us?’ I didn’t get any answer. ATO Begins in Transcarpathia: Military Brought to Mukachevo, Site of Confrontation of police, Right Sector Militants / TASS / July 18, 2015 / Military have been brought into Mukachevo, Ukraine’s southwestern Transcarpathian Region, where confrontation of police and militants from the extremist group Right Sector has continued for already a week, the Ukrainian UNN news agency reports referring to law enforcement sources. On Friday, the Ukrainian Security Council prepared a decision on the start of an antiterrorist operation in the region. In developments of Saturday, July 11, in the city of Mukachevo, some 20 militants of the Right Sector extremist organization opened fire from small arms during a conflict with their opponents with whom they discussed “distribution of influence areas”. The extremists then opened fire from assault rifles, heavy machineguns and grenade launchers at police officers who arrived at the site, destroyed several police vehicles, as well as set on fire a traffic police checkpoint and a filling station. Three people were killed, and another 11 were wounded. Prosecutors classified what happened in Mukachevo as a terrorist attack. The Ukrainian General Prosecutor’s Office reports that 12 members of the Right Sector participating in the conflict have been identified, four of them detained. The whereabouts of six people are still not known. Search for them continues. In November 2014, the Russian Supreme Court outlawed the Right Sector as an extremist organization.

On July 11, in the city of Mukachevo, Transcarpathian region of Ukraine, fighters of the extremist organization “Right sector” got into a shootout with police and [security of] local businesses, used mortars and machine guns. It was reported about three victims and 13 injured. The gunmen took refuge in the woods and said they will lay down their arms only if they’re told by their leader Dmitry Yarosh. They explained their actions by fighting against smuggling, in which according to them local officials were involved. Currently four fighters have been detained, six are still hiding from law enforcement, there is no phone connection with them. “The most important thing is that we need to first prove to the society that we are not seeking to start a civil war, and God forbid, to continue armed resistance. We attract attention and fight against evil, and are not trying to destabilize the situation in the country. After Saturday’s shootout between Ukrainian police and nationalist extremists from the “Right sector” in Mukachevo the epicenter of events shifted to the regional center of Uzhgorod. On the night of July 15, the police department of Uzhgorod received a report about vehicles set on fire at Kapushanskaya street, 27 and 29. According to eyewitnesses, several explosions went off before the fire. First enflamed was the Mitsubishi Pajero, and then, standing next to it Chevrolet Lacetti. Locals say that one of the cars belongs to “the Right sector”. At the same time on his social network page a member of the Public Council of the Uzhgorod City Council, Nikolay Pastukhov wrote that the Japanese car is the property of the regional prosecutor. In an article published at the New Atlanticist, Political Science Professor Alexander Motyl of Rutgers University wrote the strongest justification a Ukrainian Nationalist scholar can mount in defense of the Ukraine’s love affair with the nationalism of Stepan Bandera. Bandera, a mass murderer, torturer, and assassinated former leader of Ukraine’s ultra-nationalist emigre political movement is the Ukrainian equivalent to George Washington or Thomas Jefferson in A. Motyl’s thesis. According to Motyl, because of the affinity the Ukrainian nationalists have with Washington and Jefferson, raising Bandera to their level as of father of the nation is nothing the West should “freak out over.” Really? Motyl’s defense of the nationalist Ukrainian government and “the” Ukrainians love affair with Bandera’s war criminality starts and ends with — If you don’t speak fluent Ukrainian, haven’t read Shevchenko, or seen two Ukrainian plays…YOU are in no position to judge us! You can’t possibly understand us! Why the West should freak out! Professor Motyl’s scholarly justification of Bandera ideology is at best delinquent and at worst extremely dangerous. Motyl, a product of “the” Ukrainian culture, describes nationalism as a love story using the themes of two plays. Star-struck lovers that are pulled apart either succumb to their fate or fight at all costs to be together — the consequences be damned! The moral of the second play according to Professor Motyl is that the author, “Makovii, obviously, is trying to move Ukrainian culture away from its traditional submissiveness to a dreadful fate and, in decidedly modern fashion, suggesting that Ukrainians can be masters—-or mistresses—-of their lives. That happened to be the message of the Maidan ‘Revolution of Dignity’: that a humbled people can assert their humanity by rising up against tyranny” . . . MORE. Ukrainian Lawmakers Oppose Poroshenko’s Proposal on Donbass Status / Sputnik / July 16, 2015 / The constitutional amendment on the special status for the Donbass region would be a catastrophe for Ukraine, Oleg Lyashko, leader of the Radical Party, said. Lawmakers from the parliamentary majority of Ukraine’s Verkhovna Rada have opposed President Petro Poroshenko’s proposal for constitutional amendments on the special status for Donbass. “We will not consider voting for the bill as it is now. Our faction will even vote against putting the bill on the agenda,” said Oleg Berezyuk, leader of the Samopomich (Self Reliance) faction. According to Berezyuk, the bill should not be a matter of diplomatic negotiations. Oleg Lyashko, leader of the Radical Party, also opposed the idea of adding the special status provision to the text of the constitution. “We’re fooling ourselves because this constitutional amendment would be a catastrophe for whole Ukraine. I will never say yes to this,” Lyashko told journalists on Thursday. Earlier it was reported that Poroshenko submitted to the parliament a set of improved constitutional amendments for decentralization and to declare the special status of the Donbass region. Initially, the draft did not presume mentioning the special status of Donbass in the constitution.

DPR asks BRICS to impose sanctions against Kiev officials involved in Donbas operation / TASS / July 16, 2015 / MOSCOW / The self-proclaimed Donetsk People’s Republic (DPR) has called on the BRICS group (Brazil, Russia, India, China and South Africa) to impose sanctions against Ukrainian officials and companies involved in the military operation in the Donbas region, Chairman of the DPR People’s Council Andrey Purgin said on Thursday. “The Ukrainian armed forces continue massive artillery bombardments of the Donetsk and Luhansk republics destroying houses, hospitals and killing civilians daily. I appeal to the BRICS leaders with a demand to impose sanctions against Ukrainian officials and companies involved in the terror of the people of Donbas,” the Donetsk news agency quotes him as saying. Purgin noted that “Poroshenko was rapidly approaching ‘the point of no return’ when no one could convince Donbas of Ukraine’s ability to negotiate.” He also commented on the amendments submitted to the Ukrainian Constitution. “Poroshenko has offered the Verkhovna Rada his amendments to Ukraine’s Constitution. Once again grossly violating the Minsk agreement, without coordinating with Donbas and even without submitting the draft amendments to the Contact Group, he, together with [Verkhovna Rada speaker Volodymyr] Groysman, has shown the value of the word he pledged in Minsk. For Ukraine, the obligations it has undertaken have no significance whatsoever, it doesn’t care about residents of Donbas. Nor does it care about the efforts of the international mediators from Germany, France and Russia,” he said. According to Purgin, “Rada supported the submission of Poroshenko’s amendments to the Constitutional Court, and the voting took place in the presence of high-ranking foreign colleagues unrelated to the Minsk peace process.” Ukraine’s Verkhovna Rada earlier sent to the Constitutional Court the draft constitutional amendments on decentralization. Secret Letters Evidence US Involvement in Donbass War / english.pravda.ru / July 16, 2015 / Documents, that prove the US and Great Britain direct cooperation with the Kiev regime are now out in the open. Commentary: Why Not Sell Donbass to Russia? / by Jaime C. / Alternative News / July 16, 2015 / It appears that there is no end to the crisis in the Donbass, although it is possible to solve the problem of the region by economic means. Not that long ago, members of the German Bundestag offered Greece to sell its islands to repay the debt. This brings up an interesting idea. Russia is Ukraine’s prime state creditor. Therefore, if Ukraine is going to declare default, why not [try] selling the Donbass to Russia? According to the head of the Kremlin administration, Sergei Ivanov, Ukraine’s public debt to Russia amounts to $3 billion, while Kiev’s total debt (plus corporate debt) to Russia amounts to $25 billion. “The problem is that Ukraine’s budget for 2015 does not stipulate the payment of interest on that debt. On this basis, we have made a preliminary conclusion that Ukraine is not going to service that debt, even though the time for the payment of the debt comes in late 2015,” said Sergei Ivanov. As long as Ukraine does not service the debt, it means that it is not going to pay the basic debt either, the official said. After talking with the residents of Zakarpattia, one comes to a conclusion that almost everything here is under gangsters’ control. We are talking about all processes, both legal and illegal. Smuggling, exports of cigarettes, imports of drugs – everything is supervised by clans. They also “appoint” chiefs of police and prosecutors.
It’s curious to look at the attitude of the locals to Mykhailo Lanyo [MP who recently got into a spotlight due to Mukacheve incident on July 11, involving the Right Sector organization]. They are very unhappy, though it was they who had elected him, in the first place. One more surprising discovery: there are also some backstage sympathies toward Russia. Locals, themselves, associate Lanyo with the Ukrainian Choice party led by Viktor Medvedchuk [Putin’s old crony]. Slovak police boost security after deadly shootout in Mukachevo / Slovak Spectator / July 14, 2015 / SLOVAK police have boosted security measures following a deadly shooting involving the radical nationalist group the Right Sector in the Ukrainian town of Mukachevo near the Slovak border on Saturday, July 11. As well as increasing patrols on the border, police also added to the officers’ arsenal, Slovak Police Corps vice-president Ľubomír Ábel announced on July 13. A conflict between members of the Right Sector and followers of parliamentarian Mikhail Lano, who opposes the group, erupted at a sports club in Mukachevo on Saturday. After the Ukrainian security forces became involved, a fierce shootout ensued that included the use of automatic rifles and grenade launchers. Two members of the Right Sector and one civilian were killed in the shootout. According to Ábel, the Ukrainian authorities reported that the suspects are still on the run. Ukraine opposition concerned over upsurge of extremism in Transcarpathian region / TASS / July 13, 2015 / Non-submission of gunmen of the Right Sector far-right group to Kiev and a series of attacks on civilian targets in the city of Mukachevo in western Ukraine are seen by Ukrainians as an immediate threat to the country’s national integrity. Head of the Opposition Bloc parliamentary faction in the Verkhovna Rada Yury Boyko has said that “it is not a local conflict, it is a problem of the entire country.” Special hearings are scheduled in the parliament for Tuesday – “with reports by the heads of the law enforcement agencies regarding the current situation and plans for remedying it – what needs to be done in this regard,” Boyko said. A series of incidents in the Transcarpathian region began on Saturday when the Right Sector extremists launched an attack on a cafe and shot at a traffic police station. The attacks claimed the lives of three people, another 11 were wounded. OSCE Official Report on Deadly Shooting in Mukachevo / osce.org / July 13, 2015 / On 12 July, the SMM dispatched a patrol of the Ivano-Frankivsk-based team to monitor events in the wake of an armed incident that reportedly occurred the previous day in Mukacheve (Zakarpattia region, 605km south-west of Kyiv). According to media reports, at least two people were killed – reportedly members of the Right Sector (Pravyi Sektor) – and several others were wounded in a shootout at a café allegedly owned by a member of parliament (Verkhovna Rada). On its way to Mukacheve, the SMM observed heightened security measures, including several police checkpoints. The nationalist organization has has already set up roadblocks on the approaches to the capital, so that police cannot bring in back-up. Alexei Byk, spokesman for Pravi Sektor’s 13th Batallion, held a press conference Sunday in Kiev. “On the highway between Schitomir and Kiev there is already a checkpoint set up,” he said. The spokesman for Pravi Sektor, Artyom Skoropadski asserted that similar checkpoints would be set up as needed on other streets. “Not just up to Kiev, but also in other places, so the police cannot get through, neither to Transcarpathia nor to Kiev.” The spokesman would not rule out sending their battalions to Kiev if needed. Country-wide, Pravi Sektor claims two dozen battalions. Only two of them are engaged in the eastern Ukrainian industrial region of Donetsk, said Skoropadski. The others are in training camps in other regions, as reserves. “We cannot pull men from the front, but we can call up the reserves now in training for help,” said the Pravi Sektor spokesman. “We’ll send the reserve battalions against the Presidential Office or the Ministry of the Interior if we have to.”
Saturday heavily armed Pravi Sektor fighters skirmished in Mukachevo with the local Security Forces. In the exchanges of fire, one civilian and two Pravi sektor fighters were killed, and 14 were wounded. The nationalists set three police cars, a police station, and a gas station on fire with machine gun fire and rocket propelled grenade launchers. The city, which is just 30 km from the European border, had to be partly evacuated. Subsequently, the Ultras barricaded themselves in the nearby town of Lavki. The Security Forces ringed the area and called on the Extremists to surrender. The thugs of Right Sektor had played a major role in the Maidan rioting of February 2014 that led to the expulsion of President Viktor Yanukovich. Since the overthrow, the nationalists have been fighting on the side of the regular army against opponents of the regime in the east of Ukraine. In April of this year, the Kiev regime melded the thugs of Pravi Sektor into the Ukrainian Army as contract soldiers. At that time the Nationalist leader Dmitri Yarosh became adviser to the head of the Ukrainian general staff.

A body of just murdered gym security guard/gym instructor is stuffed into one of the vehicles. Confused local drivers drive up close to the scene just to realize its not safe and rush to turn around. The reason for the stand off is allegedly a dispute over a control of legal and/or illegal business/contraband of a local politician/businessman. Merkel, Hollande Urge Ukraine Leader to Give Rebels Self-Rule / New Indian Express / July 11, 2105 / KIEV: German Chancellor Angel Merkel and French President Francois Hollande took the rare step of pressing Ukraine’s Western-backed leader to ensure partial self-rule for the pro-Russian separatist east. The blunt message yesterday from two of Ukrainian President Petro Poroshenko’s most important allies marked another sign of European impatience with fighting that still engulfs the ex-Soviet nation five months after the signing of a broad truce. The 13-point agreement reached in the Belarussian capital Minsk controversially guarantees three years of autonomy to militia-run districts of Ukraine’s industrial provinces of Lugansk and Donetsk. The mostly Russian-speaking regions — dotted with war-shattered steel mills and coal mines that once fuelled Ukraine’s economy — want their special status spelled out in constitutional amendments that would be enormously difficult to overturn. But Poroshenko’s draft changes so far only make passing reference to an existing piece of legislation that gives insurgency leaders temporary self-administration rights. The rebels fear the law could be easily watered-down or even revoked — a decision that would cheer Ukraine’s nationalist forces and outrage Russian President Vladimir Putin. The European Union’s dire state of relations with Russia have been of particular concern to Merkel as she tries to return calm to the continent’s jittery markets and bring more stability to the 28-nation bloc’s eastern front. Poroshenko said Merkel and Hollande — both present at the Minsk agreement’s signing in February — had “recommended that the president of Ukraine continue with (his) constitutional reforms”. The two “especially stressed that the draft constitution of Ukraine reflects special self-rule for certain districts of the Donetsk and Lugansk regions”. Hollande’s office confirmed that the French leader and Merkel placed “particular emphasis on the special status of certain areas in the regions of Donetsk and Lugansk in the draft constitution”. The German statement carried a similar message. None of the sides mentioned who had initiated the conference call. More than 6,500 people have died and 1.4 million have been left homeless since the conflict erupted in the wake of the February 2014 ouster of a Russian-backed leader and his replacement by a strongly pro-Western leadership. Prosecutor’s Office of Ukraine Counts 2267 Unsolved UAF Crimes Against Mariupol Inhabitants in Six Months / Donetsk News Agency / Edited autotranslation / July 10, 2015 / The Prosecutor General of Ukraine has counted over a period of six months at least 2,267 crimes by UAF troops against the civilian population in occupied Mariupol. This was reported to DAN by the DPR Ministry of Defense. “Thanks to the sources in the Prosecutor General of Ukraine, the DPR received intelligence statistics of criminal offenses and investigative work for 6 months of 2015,” reported the Defense Ministry. According to the Defense Ministry, the Prosecutor’s Office Ukrainian statistics show 1048 serious unsolved crimes against life and health, 48 armed assaults, 122 robberies, 729 episodes of the misappropriation of vehicles, 320 crimes related to drug trafficking. Also, they do not disclose the fact of the death of 72 people and the disappearance of missing. The Defense Ministry added that during the mentioned period the percentage of unsolved crimes in the territory of Mariupol was 75.3%. As noted by defense officials, often UAF crimes against are civilians committed while intoxicated and with a weapon. Russian and US Deputy Foreign Ministers Consult to Enforce Minsk. Russian Deputy Foreign Minister Grigory Karasin and US Assistant Secretary of State Victoria Nuland met in Zurich, Switzerland Thursday to further discuss ways to implement the Minsk 2.0 Agreements. “Concerning the feasibility of creating new formats to resolve the Ukrainian crisis involving the United States, Karasin noted that ‘the main task was now not to search for new formats, but use the existing ones to consolidate contacts and make progress in implementing the agreements that had been reached,'” reports TASS. Former Radio Liberty/Radio Free Europe correspondent Andrei Babitsky was fired from the US-funded news and propaganda agency for publishing a video exposing crimes of Ukraine’s infamous volunteer Aidar Battalion. OSCE PA Backs Resolution on Russia’s Alleged Role in Ukraine Crisis / Voice of Sevastopol / July 8, 2015 / HELSINKI / The Organization for Security and Co-operation in Europe (OSCE) is holding an annual parliamentary assembly session in Helsinki on July 5-9. The last-minute addition to the OSCE meeting’s agenda, initiated by Canada and Ukraine, was passed by 96 to 7 votes, with 32 abstentions. It was tabled at the parliamentary session despite initially failing to secure two thirds of votes. The paper denounces Russia’s “clear, gross and uncorrected violations of OSCE commitments and international norms” following the February 2014 coup in Ukraine. Samantha Power Lies to Congress about Ukrainian Shelling. US Ambassador to the United Nations Samantha Power lied under oath in congressional testimony, in the opinion of Russia Insider. Congressman Rohrabacher, one of the loudest critics of Obama’s Russia policy, asked Power if she thought it might be possible that the majority of the civilian casualties killed in Ukraine were victims of the Ukrainian army, to which she replied, “I think it is highly unlikely on the basis of reports we have received from the United Nations and the OSCE.” The question is, does she really believe what she’s saying? With 65% of the votes counted, the Greek referendum of Sunday July 5, 2015, asking the question of “whether to accept the outline of the agreement submitted by the European Union, the European Central Bank and the International Monetary Fund at the Eurogroup of 25/06/15” (ie the terms of Troika bailout) shows a whopping 61.3% No (OXI) votes to a meager 38.6 yes, a landslide victory for those rejecting European Union terms.

We stress that we are not an enemy of Merkel. We acknowledge that she likely stands among the four most powerful leaders in the world, and one who often represents the voice of reason.
However, we have occasionally berated her for blaming the Urkaine crisis on Russian President Putin, when Moscow is not a party to conflict.
This image does not necessarily represent our sentiments toward the European Union. We do, however, recognize the right of the Greeks to speak their mind.
We hope this landmark victory will help bring freedom not only to Greece, but to all European nations, including the Donetsk and Lugansk People’s Republics.

2,500 Azov Battalion Troops to Train at USA’s Colorado War Camp. According to this report from Novorossia Today, some 2,500 troops from the Ukrainian neo-Nazi Azov Battalion have been flown out of Kiev’s Boryspil International Airport, and according to satellite tracking, landed at Peterson Air Force Base in Colorado USA, where they are to be trained at “war games”, despite recent US law passed to block such training. “And as these nearly 2,500 neo-Nazi Azov Battalion terrorists are now, undoubtedly, under the command of the 10th Special Forces Group at Fort Carson …, it is a further destabilizing action being committed … by the Obama regime as the military troops stationed at this US military base have begun training for what they call a ‘new type of warfare’ they have labeled as ‘high-intensity combat’ and ‘maneuver warfare’ that is focused on conquering territory, smashing enemy positions and fighting to win rather than fighting to win hearts and minds…in other words, ‘total war’.” The article contains many more details of US war training programs. A letter was exposed by the hacker group Anonymous addressed to acting Kiev prime minister Arseney Yatsenyuk from US Senator Richard Durbin, giving precise instructions as to which officials the Kiev government should appoint or not appoint, implying direct US control over Ukraine’s affairs. Strategic Culture Foundation: New US War Strategy Document Says “Project Power Across All Domains”. Again, American creates its own reality in this 24-page document on war strategy meant to keep US military might at the forefront. “The document says that Russia has repeatedly demonstrated that it does not respect the sovereignty of its neighbors and is willing to use force to achieve its goals. According to the authors, Russia’s military actions are undermining regional security directly and through proxy forces. The speaker of Russia’s parliamentary lower house, Sergey Naryshkin said on Friday that Kiev and the West are only simulating the process of Ukraine constitutional reform, undermining the Minsk 2.0 Agreements signed on February 12 that mandate Donetsk and Lugansk People’s Republic participation in the amendment process. Le Figaro: Kiev Blockade Alienates Donbass Residents. The French publication Le Figaro has pointed out that Petro Poroshenko’s policy of imposing a blockade on the Donetsk and Lugansk People’s Republics, if intended to turn local residents against the DPR/LPR leadership, is irrational and is having the opposite affect. At Ukraine border checkpoints, trucks carrying food supplies often have to pay bribes amounting to thousands of dollars, effectively doubling the price of food in Donetsk and Lugansk. Tymoshenko’s Office Bombed: Tymoshenko Calls Party Office Bombing ‘Terrorist Attack’ / Radio Free Europe / July 4, 2015 / Former Ukrainian Prime Minister Yulia Tymoshenko says an explosion at her party’s offices in the city of Sumy was politically motivated. Tymoshenko, head of the Batkivshchyna (Fatherland) party, said in Kyiv that there were “political reasons” behind the “terrorist attack” early on July 4. The explosion on the ground floor of the building did serious damage to the party’s offices but did not cause any injuries. Tymoshenko said if an impartial investigation is not carried out promptly then Batkivshchyna party members in Sumy will “publicly name those who threatened them.” She said the party officials had received telephone threats after having uncovered a “corruption agenda under the housing and utilities tariffs.” Editor’s note: According to the Irish Times, pro-West Tymoshenko fears “Russian aggression” and calls for Ukraine memebership in NATO: “In October 2011 Tymoshenko was jailed for seven years…. Zakharchekno Announces Unilateral Minsk Enforcement. Special Regime of Self-Governance Introduced in DPR (Jul 2) / TASS / July 2, 2015 / Moscow / The authorities of the self-proclaimed Donetsk People’s Republic (DPR) will introduce a special regime of self-governance on the DPR territory, the republic’s head Alexander Zakharchenko said in a statement on Thursday. The statement also says local election in Donbas will take place on October 18. Zakharchenko said that Kiev’s recent unilateral actions on adopting amendments to Ukraine’s constitution serve as evidence that “the Kiev regime has de facto exited Minsk peace process.” “Under the circumstances, the Donetsk People’s Republic has to start implementing the Minsk agreements itself in order to save them,” the DPR head said, adding that the republic “starts acting immediately, without waiting for Kiev to come to its senses.” “Firstly, DPR announces that a special regime of self-governance is in force on its territory, some conditions of which are outlined in Ukraine’s law ‘on Donbass special status’, in Article 11 of the Package of measures [on implementing the Minsk accords], as well as in the draft amendments to the Ukrainian constitution that we proposed. Secondly, in accordance with Articles 4 and 12 of the Package of measures, I set local election on the DPR territory for October 18,” the Donetsk News Agency quoted Zakharchenko’s statement as saying. Election will be organized in accordance with principal positions of Ukraine’s draft law on election developed by DPR and LPR (self-proclaimed Luhansk People’s Republic) and handed over to the Contact Group in the framework of “dialogue on modality of holding local election,” the statement read. “In accordance with Article 12 of the Package of measures, local election in DPR on October 18 will be held in compliance with appropriate OSCE [Organization for Security and Cooperation in Europe] standards under monitoring of OSCE Office for Democratic Institutions and Human Rights [ODIHR] and other international organizations. The procedures of monitoring and work of observers were coordinated in the framework of the Contact Group,” the statement stressed. “Ukraine’s representatives took part in discussing and coordinating all aforementioned decisions,” the statement noted. “I order the government and Central Election Commission of the Donetsk People’s Republic, together with People’s Council, to take comprehensive measure for implementing them [the decisions]. I am confident that they will let not only maintain the Minsk peace process, but also give it some dynamics. In the end, they will lead to full ceasefire in Donbass and political settlement of the global crisis that this war caused,” Zakharchenko concluded.
Nuland, Karasin to Meet on Kiev Minsk compliance. US Assistant Secretary of State Victoria Nuland plans to meet with Russian Deputy Foreign Minister Grigory Karasin on July 9 to discuss how Washington can increase its influence on Kiev to better implement the Minsk agreements. Quemado Insitute comments: The involvement of Nuland, one of the chief instigators of the coup that illegally ousted Ukraine President-in-exile Viktor Yanukovich, is not a constructive step. Nor do we imagine there is the faintest chance that Kiev will ever abide by Minsk. The pitfall of this type of “diplomatic” foreign intervention is that it lends credibility to an illusion that Kiev is complying with Minsk, further obscuring the fact that it has routinely violated the agreements. Such intervention thus undermines the DPR/LPR position that Kiev has “exited” Minsk, as stated by DPR PM Alexander Zakharchenko. French oversight of Ukraine’s constitutional reform process poses a similar risk. Our opinion is that DPR/LPR officials should dismiss as irrelevant all such public relations ruses.
Paris Reviews Ukraine Constitutional Reforms. French Foreign Ministry spokesman Romain Nadal said on Thursday that French authorities are reviewing Ukraine’s constitutional reforms proposed by President Petro Poroshenko to see if they conform to the Minsk agreements. “[T]he Minsk agreements contain the necessity of decentralization and institutional changes with the goal of providing more autonomy to the territories in eastern Ukraine. Quemado Institute comments: Nadal’s statement appears to be a fabrication: The fact that DPR/LPR representatives have not been included in the constitutional reform process already provides sufficient proof that Poroshenko’s amendments do not meet Minsk 2.0 requirements. “Reviewing the constitutional reform process” is therefore irrelevant, and serves only as a public relations ruse.

Purgin on Ukraine Constitutional Reform: Kiev Deceives European Union. Chairman of the DPR People’s Council Andrey Purgin said on Wednesday that Kiev is once again ignoring the Minsk 2.0 Package of Measures with its draft law on Ukraine Constitutional Reform. “By its actions Kiev is trying ‘to report back to Europe’ and ‘to deceive the European Union’,” states Purgin. “It is drafting its own laws, without coordinating them with us, even though this is envisaged in the Package of Measures.” See TASS report Passing of law on elections without consent of Donetsk, Luhansk to violate Minsk accords (July 1).
Poroshenko Submits Draft Constitution to Parliament. Kiev regime leader Petro Poroshenko claims he is submitting to the Ukrainian Parliament today a draft law on changes to the Ukrainian constitution, ostensibly to meet the requirements of the Minsk 2.0 Agreements. The draft law has been approved by the constitutional commission. Poroshenko admits the bill does not envision a special status for the Donbass region. “These are rumors,” he said. According to Sputnik, “the decentralization amendments were reviewed by the Venice Commission, an advisory body to the Council of Europe on constitutional matters, last week. The commission noted a need to create separate territorial administrative units through a special law, but generally approved the document.” Last week, Chairman of the Russian Federation Council Committee on Constitutional Legislation Andrei Klishas stated that Ukraine’s proposed constitutional amendments diverged from the Minsk agreements. Quemado Institute comments: Poroshenko’s draft law meets none of the crucial Minsk 2.0 requirements. No representatives from the Donetsk and Lugansk Republics were consulted, as required by Minsk, and the draft was not approved by DPR/LPR officials. Therefore, Poroshenko’s amendments, while they may be valid in terms of internal Ukrainian law, have no bearing on the Minsk 2.0 mandate for constitutional reform, and should be dismissed as irrelevant to the Minsk process. The step of constitutional reform is therefore yet to be taken. Moreover, the Venice commission has no authority in the matter, as the Council of Europe is not a signatory to the Minsk 2.0. Their involvement is a sham intended for public relations purposes. Such shams, unfortunately, often trump law under Angela Merkel’s “Order of Europe”, which appears more and more like Merkel’s fourth Reich. Apparently acting to protect her own power, Merkel betrays disingenuousness as a guarantor of Minsk, blaming Putin for Kiev’s violations when Russia is not a party to the conflict. Update: Constitutional scholars may be interested the Interfax report on Ukraine’s amendments, which includes clause by clause detail. A brief glance shows frequent mention of Crimea, but nothing about Minsk 2.0 compliance. DPR/LPR to Hold Hearing on Minsk Implementation. For the first time, the Donetsk and Lugansk People’s Republics will hold a hearing on the implementation of the Minsk 2.0 Agreements. Representatives, including Speaker of the People’s Council of the LPR Aleksey Karyakin and Chairman of the DPR parliament Andrey Purgin. will meet with political activists in Donetsk on Thursday July 2. The main issues include “the unwillingness of Ukrainian authorities to enact the Law on the Special Status of Donbass, start negotiations with the DPR and LPR representatives in regard to local elections, terminate the military operation in the region, declare clemency of the conflict participants and carry out the exchange of POW, as well as cease social and economic blockade of the South-East of the country.” For full Novorossia Today report see DPR and LPR MPs and public activists will hold the hearing in the issue of the Minsk Agreement implementation (July 1).
UAF Pounds DPR with Over 200 Mines. According to Executive Commander of Donetsk People’s Republic Ministry of Defense Corps Eduard Basurin, the Ukrainian army has, in the last 24 hours, hit the DPR with 27 tank shells, 211 mines 82 mm and 102 mm in caliber and 180 AGS-17 grenades. UAF Destroys seven Houses in Sakhana. Seven houses have been destroyed by Ukrainian shelling in the last 24 hours in the settlement of Sakhanka, situated 24 km to the north-east of Mariupol. The administration of the settlement supplied the Donetsk News Agency with the pictures of the ruins taken earlier today. OSCE Special Monitoring Mission Official Tuesday Report. An excerpt from this lengthy account: “Between 9:03 and 13:00 hrs, at the Joint Centre for Control and Co-ordination (JCCC) observation point at Donetsk central railway station (‘Donetsk People’s Republic’-controlled, 8km north-west of Donetsk city centre), the SMM heard and saw 168 explosions consistent with mainly mortar and tanks rounds…. From a position at the eastern outskirts of Berdianske (government-controlled, 1.5km west of Shyrokyne, 20km of Mariupol), the SMM heard small arms, heavy machine gun and recoilless machine gun fire and 2.5km east of its position, as well as outgoing 82mm mortar shells originating 320m south-east of its position, impacting – according to SMM’s estimate – in the area of the village of Sakhanka (‘DPR’-controlled, 24km east-north-east of Mariupol). Voice of Sevastopol Tuesday Situation Report. The Ukrainian Armed Forces have been shelling the village of Sakhanka near the Azov shore, in the Novoazovsk district of Donetsk People’s Republic, despite that the DPR militia is not positioned in the town. Foreigners Operate Ukrainian Army UAV’s. From an onboard flight recorder found in a Ukrainian Unmanned Aereal Vehicle (UAV) shot down by the Lugansk People’s Republic militia, experts were able to determine that foreign specialists were operating the drone over LPR territory. “The examination of the drone shot down by the LPR militias revealed photos of the drone operators made while testing the drone’s camera. ‘The photos feature men operating the drone from an apartment equipped with special devices,’ the agency [Lugansk Information Center] said. ‘Such equipment and work conditions are not typical for rank and file Ukrainian soldiers.'” For Novorossia Today report see Foreign specialists are operating unmanned aerial vehicles of the Ukrainian army to conduct aerial reconnaissance and adjust fire – LuganskInformCentre (June 30).
Yanukovich Interview Excerpt on Donbass Genocide. Reliable Twitter source John Delacour has posted this photograph showing an excerpt from the recent Gatehouse interview with President-in-exile Viktor Yanukovich, now residing in Russia. Yanukovich shows concern for the people and a clear awareness of the nature of Kiev’s crimes. Recall that Yanukovich was illegally ousted from the Ukraine presidency in February 2014, during a violent coup in part sparked by United States intervention. Never properly impeached, Yanukovich remains the technically legitimate President of Ukraine. For this reason, Quemado Institute continues to refer to Petro Poroshenko as “Kiev regime leader”.
Poroshenko Laughably Hyperbolizes: 200,000 Russian Troops in Donbass. The West and their puppet regime in Kiev feel no apparent embarrassment about claiming Russia has suddenly deployed 191,000 alleged troops in Donbass. The number is so far out of range, it demonstrates the power of lies to stun the enemy. It also renders language a useless tool for communication, which alas it has become a trademark quality of Petro Poroshenko. Red Star Over Donbass presents a commentary on the late Alexey Mozgovoys “Ghost Brigade” battalion, which continues to operate with cohesiveness and dedication in his absence. Paul Craig Roberts: Greece Can Save Us from Washington-Brewed Armageddon. Political commentator and former Assistant Secretary of the Treasury Paul Craig Roberts gives an insightful analysis of the critical role Greece plays today in the possible downfall of the European Union and the prevention of a US-sparked World War III. Among other trenchant statements, the gifted columnist says, “Washington is brewing armageddon. But Greece can save us. All the Greek people need to do is to support their government and insist that their government, the first in awhile to represent the interests of the Greek people, give the finger to the corrupt EU, default on the debt, and turn to Russia. This would begin the unravelling of the EU and NATO and save the world from armageddon. Most likely, Italy and Spain would follow Greece out of the EU and NATO, as these countries also are targeted for merciless looting. The EU and NATO, Washington’s mechanism for creating conflict with Russia, would unravel. Marcello Foa: Washington Plots Moscow Coup, Putin Overthrow. In an interview with news portal Il Blog di Beppe Grillo, renowned Italian political journalist Marcello Foa said that Washington plans to organize a coup in Moscow and overthrow Putin following isolation of the Russian nation. “[T]he United States has been on a warpath, involving itself in the domestic politics of other nations and staging coup after coup,” notes Foa. “After the conflicts in Georgia and Ukraine, Putin realized that his country would be Washington’s next target.” For Sputnik report see After Two Coups in Ukraine, US Takes Aim at Russia – Italian Media (June 30).
Stephen Lendman: US Wants Tehran Toppled. In a further episode of bad news about the wounded raging T-Rex called the United States of America, Stephen Lendman reports about America’s intentions. “Longstanding US hostility toward Iran remains unchanged. Current talks haven’t improved relations. Washington wants Tehran’s government toppled. It wants its sovereignty destroyed. It wants a puppet regime installed like under the Shah.” Lendman concludes, “Washington wants Iran reduced to colony status. It makes promises it intends breaking. It’s all take and no give. It’s hard imagining a fair, equitable and sustainable deal from ongoing talks.
